Hey guys, I just moved to OC from San Bernardino county where I have had a CCW for the past several years. I want to apply in OC but do they have time restrictions on how long you must have lived in the county before you can apply?

nope, you just need to prove residency.
OCSD usually does a residency check (at least they did when I originally applied) and you should have some utility bills to with your OC address on them as well and you'll be good to go.

request your appointment as soon as you can and get the process started.

If there are no police records or convictions then there's nothing for DOJ to dredge up.

Keep in mind that you turn in the application until the initial interview, which will give you time to colect the requisite documentation, including utility bills for proof of residency. Meanwhile, don't forget that your San Bernardino CCW becomes invalid so many days after you moved out of the county and you likely are required to notify SBSO within a certain period that you moved. I am not sure, but believe the period is 90 days per Penal Code for it to expire, but check with San Bernadino.

Written notification within 10 days of new address.

              Statutes are instructive (https://leginfo.legislature.ca.gov/f...&lawCode=PEN):
              26210.
              (a) When a licensee under this article has a change of address, the license shall be amended to reflect the new address and a new license shall be issued pursuant to subdivision (b) of Section 26215.

CCW can be used as proof of residency if CDL doesn't show current address, correct?

No. They want an auto registration, utility bill, anything current that confirms your residence location. They're gonna physically check anyway, but they won't even start the process if you can't prove you live in the county.

Sorry I probably didn't word that correctly, I meant when purchasing a handgun. CCW license can be used as a government ID for POR purposes?

                      For?
I have used my CCW as proof of residency during road blocks and evacuations.
My CDL only has my PO Box on it and has been that way 35 years.

If he has a CCW, then what process are you talking about?

                        From the OAG's FAQs: https://oag.ca.gov/firearms/pubfaqs#3
As part of the DROS process, the purchaser must present "clear evidence of identity and age" which is defined as a valid, non-expired California Driver's License or Identification Card issued by the Department of Motor Vehicles (DMV). A military identification accompanied by permanent duty station orders indicating a posting in California is also acceptable.

Purchasers of handguns must provide proof of California residency, such as a utility bill, residential lease, property deed, or government-issued identification (other than a drivers license or other DMV-issued identification)...
The CCW can be used to meet this second ID requirement. It also exempts one from the FSC and the safe handling demonstration requirements.

                          This.

The process was applying for a CCW in another county. Perhaps I misunderstood that.
If you have a SBD CCW and move to OC you have to re-apply.

I must have just missed the entire question. Sorry.
