Wow, yeah, that's definitely a different story. No idea how that'd be handled, not sure if anyone else here could chime in if they were in similar situations. Devil may be in the detail here. But, based on what I'm seeing, sounds like you were illegally carrying a firearm when this happened and that alone I would think could be a big issue. But who knows, it was also a long time ago.
You'd probably just need to apply and find out what they say. It looks like current application cost is only $43 so that's really all you're putting at risk. Although they are currently recommending you do the Livescan early in the process it is not mandatory. So, you could do the application, pay the $43 and wait until you hear back. If you're denied then you're only out $43. If you're moved to the next step then you can do your Livescan in hopes you pass the next step.
A year or two ago I would have thought something like you're explaining would 100% be an automatic decline. But, I also thought much more minor infractions would have also been automatic deline - figuring they're trying to limit the number they issue.
