There is an exemption for single action revolvers, which might be easier.Kemasa.

Well, then I suppose you could plug the other cylinders. A rubber plug and a screw to "lock" it in place might work. You would have to get your FFL to agree to that though.Kemasa.

Hey guys just a couple of quick questions on SSE stuff
1. I have already purchase (two) SSE guns already (RifleGear Glock Gen 4) and (OC Armory S&W M&P 40L 5") My question doing another one will it put up RED FLAGS with DROS?
2. I found a Springfield XDs 9mm at RifleGear can I purchase from them to ship to OC Armory to do the SSE?
ThanksSmith & Wesson M&P 45 Apex kit

As to #1, I would say that it is unknown, but nothing I have heard indicates that it could be a red flag. In other words, I would not worry about it unless you are doing it a lot and perhaps selling the firearms a short time later. A lot is an unknown quantity :-).Kemasa.

The above post is closest post to my question.07 FFL is no longer required per the legal beagles, the OP states this as well, I should make it more clear. Note, you should DEFINITELY check with whatever shop you plan to use to make sure they are expecting your item/can do the conversion/are willing to do the conversion etc.
Forum vendor New Frontier Armory has been added to the list.
I want to know how it is not importing an unsafe firearm when I am able to purchase an off-roster pistol (from a willing out of state dealer) and have it shipped (without SSE mods) to my willing conversion FFL to do the conversion. My initial take was, since I was paying for the firearm and having it shipped into the state when I am not an FFL or LEO/exempt it would be importing.
Is it that the firearm is technically not mine until I take possession from the FFL post conversion thus making it exempt, even though I am the one who purchased/shipped it?
... Or am I miss reading and I should have the FFL order the firearm from my chosen dealer, receive and perform the SSE mods then I purchase the firearm from them?
Again, sorry if I missed it somewhere in the threads I just want to legal reason before placing my order. ThanksComment

It is legal for non roster gun to come into the state. They are sold to people that are exempt or may be converted to an exempt firearm.
It would be illegal for the dealer who receives it to offer it for sale and transfer it to someone that is not roster exempt.Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

I guess I was hung up on the "sold" term where it was actually sold to me and the FFL is just performing a modification and transfer. Sounds as though the state doesn't care who pays for what and ownership is solely determined by the "transfer" and that date. Thanks for the fast response. The bold red is the right answer.

it's not yours until you pass DROS anyway... so the fact that you paid for it and had it shipped here doesn't give you a right to it... it can be sent back (or kept by FFL) if you are denied DROS.I guess I was hung up on the "sold" term where it was actually sold to me and the FFL is just performing a modification and transfer.
