What is with certain cities like Upland not allowing them though? Did I misread something regarding that city? I thought it was a county thing.

Upland issued for a while. In fact I started a thread that helped several members here get permits.

Along comes a new chief and no more permits. He was a former LAPD Captain and brought the LAPD attitude with him.

He's renewing permits out there but he's also looking for reasons not to renew.

Upland was issuing, and getting approvals through very quickly (3 months?)

For some reason, that came to an abrupt stop last year.

It had nothing to do with the county. The local PD can request that they be the first step for their residents, as is the case with Redlands, but if the local PD is not accepting applications, they can not block the person's process through county.

Upland can not "not allow" CCW... they can issue, not issue, or deny.
If they deny, they CAN deny "with prejudice" which would need to be explained to the county.

Under Hoops, SB required a letter of denial from the local PD before accepting applications from residents of non-contract cities.

This is why I have a problem centralizing issue/GC standards at the state... or God forbid, National level.

We are NEVER more than one election away from a Newsom or Bloomberg.
At least the way it is, we have 50 states, and in CA, 58 counties. The majority of the country is indeed effectively "shall issue"

In my renewal class (last month), Sheriff McMahon (he showed up during the last hour of the class) stated that Redlands was the only city in San Bernardino County that objected to their city residents applying directly to the county.

So, as long as you did not reside in the city of Redlands, you can apply directly to SBSD.
Residents of Redlands must first apply to the Redlands PD and if denied, must get a denial letter from Redlands PD in order to apply to SBSD.

Redlands PD requires character reference letters as part of the CCW application process.

So put my application in last night and had options for interview date of March 8th! However when I clicked confirm it threw an error that applicantID must be entered.

Is it safe to say it went through or is there more past this next page?

There was for me. It went to a confirmation page after I chose my date and time. It said to watch for an email confirming the receipt of my application and appointment time. It took 1 business day to receive the email.
