As I noted previously, I submitted all documentation (excluding identifying weapons and training certs) well in advance of expiration. I submitted my designated weapons and training certs for them and, 28 minutes later, got the approval email. Others are reporting similarly quick turn times. So, either the SSD likes some of us better than others, or, there's something of interest in others' submission packages. If the package is delayed, it would make sense to submit an email inquiry. Don't ask for a "status update". Explain that everything has been in place since (fill in the date) and you are concerned about the delay. (Just don't email them 28 minutes after you've submitted the last documents.)
Even if the app isn't submitted before expiration, the SSD allows a 60-day grace period for renewal. See Sac Sheriff CCW FAQs:

6. Is there a grace period that allows me to submit my Renewal Application if I let it expire?
A: There is a 60-day grace period. If you fail to submit your Renewal Application after the 60-day grace period, you will have to start the process over as a New Applicant.
