FWIW, this is my *guess* as to what happened. AV got elected saying he'd issue more than the incumbent (Dark Red) who, acc to the CA State Auditor, issued corruptly. AV said he would not issue as much as the other contender promised (Dark Green, SD = GC). AV won and promptly forgot about the issue. Then comes the CV19 and the lockdowns getting everyone antsy. The lid blows with BLM protests -> riots/looting. TONS of law-abiding people try and can't get CCWs (direct pressure on AV/LASD), so they say "Screw it! Better to be judged by 12 than carried by 6" and carry. Lots of LEOs finding lots of otherwise law-abiding people carrying w/o a permit. (This is why at the end of his CCW discussion AV says something like we want people to carry with permits or go through the permitting process.) PLUS, TONS of liberal celebrities/$$$ suddenly want guns too and carry them too. Both groups of people probably searched online first and came across the CA CCW GC map and were pissed LA is Dark Red (while surrounding counties green), and put pressure on AV too.
Bottom line: because of BLM, AV got caught with his pants down (not keeping his campaign promise) and now he's playing catch up to get on the everyone's (voters) good side by rushing CCW reform/liberalization through. What that will eventually look like I do not know (take LA Co to Light Red? At least. Yellow? Maybe. Light Green? Probably not at first since that means hundreds of thousands would be approved. That would require massive increase in budget, staffing (LEO and non), computers, building space, etc). I'd suggest watching LASD's CCW webpage and linked documents at least once/week: https://lasd.org/ccw_info.html
