    Figures ... Also saw a new law today that does away with HSC cards and an implementation of a new FSC (firearm safety certificate) going into effect Jan. 1 15' as well. All long guns will need this FSC (and handgun of course) now to purchase! Just a way for this pathetic state to get more money IMHO!

    This along with this new FSC I have been hearing about ... Great flippin day!

    F'ing rediculous CA. I hate this $#!t hole!

        are they trying to ban non roster firearms getting gifted to people from out of state relatives too? (mother, father, etc.)

            Should be in the bill if you look up and read the text. The only thing; they can revise it along the way... but back to 10. Their pattern is Jan of the next year.

            You also should consider the panic as soon as people hear about it. It may be legal (until Jan); but you might not be able to find what you wanted (sold out or FFLs too busy with other orders to get you it).

              According to the California Constitution, Article IV, section 8(c), unless the bill specifies otherwise, a bill takes effect January 1st of the following year. A bill may specify that it becomes effective another date. For example, SB53, the ammunition ban bill, says in the bill itself that it takes effect July 1, 2016. An urgency bill, which requires 2/3 votes by each house, takes effect immediately, but there must be in the text of the bill that it takes effect immediately. AB1964 is not an urgency bill and does not specify an effective date. Therefore, it takes effect January 1, 2015, if signed.

                      No, because the issue was that if the LEOs objected, the law might not have passed. It is not about safety, training or anything other than trying to basically ban firearms for the average person.

                        +1 It was a shrewd move on their part. It shows they are capable of reason and logic. Now if our legislators were capable of loving and caring instead of controlling amazing things could happen. Maybe there is something evil in the water in Sacramento.

                              I am looking for a Ruger SR22 (I live in the San Jose). Brian Nussbaum Company does not have the kit for it, and Peter at Mount Pleasant Arms is not doing any special orders on SSE due to the pending legislation.

                              Any recommendations?
