Wait, he made it so that its a mando 2 year wait? I thought the reason its so long now is because since San Bernardino attack, everyone and their mother applied for a CCW. I saw it. Gunshops in the area were FLOODED with new people freaking out and looking for protection.
Ive met the Sheriff before at Warrior One in downtown. He is a good guy and he supports law abiding citizens' gun rights.Ban Idiots. Not Guns.Comment

No the wait time isn't mandatory. Yes it is because of the severe backlog of people that have applied in the last year and especially the last 6 months.If you are wondering if you can get a LTC in Riverside County: THE ANSWER IS YES!

Everything points to the ccw department being undermanned so if this department was on their priority list they would add more staff to it. Personally I see Riverside sheriff's department hiring posters & advertising all over the place so I would think that they have the people, they just need to fill the positions.Comment

I have a buddy with MPD. I was talking to him about the Chief issuing CCW permits and he said that they would direct interested parties to Riv. Co. I think you have asked this before and I pointed out that other departments depense with some of things that Riverside does, I am not going to look up that info again but basically the department should not do anything that is not directly required by the state.Comment

I just checked the only thing required by the state for renewal is any four hour class on firearm safety and the permissive use of same. So when you submit proof of said class the county could just mail out your new permit. If you want change a weapon on the permit just fax or mail proof that you own the weapon you want to use and that should be good enough.
I know the county thinks by making things more complicated than need be they are keeping dangerous people from carrying firearms but that is not so, the fact is all the dangerous people that want firearms are already carrying them at least that is what I believe.Comment

I don't know where you got your information, but it's not the penal code. PC 26165 (c) says that a renewal course needs to be at least 4 hours, approved by the IA and cover gun safety and when it's OK to use a CCW. It's CCW specific training, not just any firearm safety class.
Also, the other major difference between renewals and new applicants is that renewals don't need to resubmit their fingerprints. However PC 26185 (a)(3) requires that a report he received by CA DOJ before any permit is issued. So since they already have your fingerprints you don't resubmit them, but they still have to run the background and send in the ok.
Other than training and fingerprints you have to complete every other step of the process. You must submit a full packet in writing with a signature every renewal. The packet must be complete. The most efficient way to process those are a single in person interview.
Don't you think if the CCW unit could lighten their work load they would? Maybe you haven't heard, they're running around like chickens with their heads cut off. I can't imagine living with that backlog on purpose, on top of the increasing number of renewals they're processing every year.
So no, they can't just automatically send off renewals automatically. The law doesn't allow it.
