Non Resident Applications are out of state CCW holders that want to be able to carry in California before California didn't recognize any other states CCW's but since that was turned over this year but under the guide lines below.
You must be a member of one of the organizations that are plaintiffs to the suit:
      • California Rifle & Pistol Association (CRPA)
      • Gun Owners of America (GOA)
      • Gun Owners of California
      • Second Amendment Foundation (SAF)
support CRPA, GOA, Gun Owners California & the SAF.
It's better to have and not need than to need and not have"

Anyone have any idea what the usual turnaround time is for approval after training cert and docs have been submitted for 16hr inital apps?

The court agreement with CRPA has resulted in non CA residents able to apply for non resident carry permits.
The out of state resident may apply to the county for "which they plan to visit", however that is a loose interpretation.
The result will be the non resident will choose the easier/fastest counties to apply. Riverside is one of those easier counties, so
non residents may be applying to Riv in addition to Riv residents in significant numbers that may contribute to a backlog and slow things down.

This is a theory, we'll see if it's true.

Finally got the text, call, and email of my approval 05/30/2025 -12:00PM

it just so happens to be at the end time of permit pick up.
i paid the remaining fee balance, but now the only thing is I won’t be able to pick up the permit until July because my work place is sending me off to training class for a month.
