OCSD can only issue CCW for verified county of resident. It's state statute.

          This.

The code does allow for 90 day permits. Not sure how often OCSD issues such permits.

26150. (a) When a person applies for a license to carry a pistol, revolver, or other firearm capable of being concealed upon the person, the sheriff of a county may issue a license to that person upon proof of all of the following:
          (1) The applicant is of good moral character.
          (2) Good cause exists for issuance of the license.
          (3) The applicant is a resident of the county or a city within the county, or the applicant’s principal place of employment or business is in the county or a city within the county and the applicant spends a substantial period of time in that place of employment or business.

26220. (a) Except as otherwise provided in this section and in subdivision (c) of Section 26210, a license issued pursuant to Section 26150 or 26155 is valid for any period of time not to exceed two years from the date of the license.
          (b) If the licensee’s place of employment or business was the basis for issuance of a license pursuant to Section 26150, the license is valid for any period of time not to exceed 90 days from the date of the license. The license shall be valid only in the county in which the license was originally issued. The licensee shall give a copy of this license to the licensing authority of the city, county, or city and county in which the licensee resides. The licensing authority that originally issued the license shall inform the licensee verbally and in writing in at least 16-point type of this obligation to give a copy of the license to the licensing authority of the city, county, or city and county of residence. Any application to renew or extend the validity of, or reissue, the license may be granted only upon the concurrence of the licensing authority that originally issued the license and the licensing authority of the city, county, or city and county in which the licensee resides.

            Hmmm...never heard of that. Cool.
I don't think this helps the asker though. [shrug]

              Major drawback:
The license shall be valid only in the county in which the license was originally issued.

                      Initial CCW for OC

                      Good morning,

A friend in my unit told me he went through the process for Orange County and received his permit within three months. I was pretty skeptical until I applied, which to my surprise I got my initial appointment next day. I submitted all of the requested documents, and was told that if I got everything done speedily that I could be finished with the process in under a month. I completed the firearms training the following day and did the livescan the day after.

It has now been a little over a month and I have not heard anything back from the office, I've called a few times but they will not let me speak with my background investigator and an email I had sent went unanswered. I've gone through multiple background checks before and I'm not one to "harass" the investigators, but the fact I was given a very specific time frame and that time frame has since passed has led me to believe that something could possibly not be right. Any insight would be helpful, thanks!

                      08/03/2018 - Initial interview completed
08/04/2018 - CCW test completed and submitted
                      08/05//2018- Livescan completed and submitted

Chill. Give the process the time needed. OCSD people are diligent and professional. JMHO.

Relax, waiting is tough, especially with no info.

Been through 3 times, so I know how you feel.

It feels like they leave you hanging, and, then Bam, come pick up your license.

I appreciate all the replies. Letting them do their work is what I was inclined to do, I didn't want to call them anymore after the first time I inquired, and I wouldn't have even given it a second thought if I wasn't told I would hear back within two weeks.

You gotta realize that some of the investigators are retirees, who come in and work part time and can only work so many hours under pension or tax rules. So some are probably coming in once per week. This frees up full time deputies to work on higher priority matters (e.g., arresting bad guys). There is some weird holdup with the livescans sometimes.
