Individual rights are not subject to a public vote; a majority has no right to vote away the rights of a minority; the political function of rights is precisely to protect minorities from oppression by majorities (and the smallest minority on earth is the individual).

Ruger LCP and a decent pocket holster like the Desantis Superfly. Trigger guard laser optional. Put the rest of the money into some ammo and range time.

Is it really that big? I've been thinking about but have been hearing mix reviews of the size.

                        LCP and a Shield.

Agreed. If you want a range gun and a CCW gun you need a Glock 21. But the OP removed Glock from the discussion. That left only the CCW gun. The best CCW gun is the one you carry with you all the time. LCP is small enough and light enough you'll always have it with you, no excuses for why you can't carry it.

                                I already have a G26, a snubby 38, a snubby 357, and a 3" 1911, so I can't really think of anything else.

                                I would get a S&W Shield or ...

one of these (they are on the roster):

Off roster gun I would like is an 4" XD-S
