Any of the three Bobergs, no question.

The XR45 is the most powerful pocket-size semi-auto pistol ever made.

The XR9s is the smallest 9mm pistol on the market but has the barrel length and power of the Shield.

    Boberg will ship them already-SSE'd.

Runner-up: Chiappa Rhino 2" DA/SA. You said no revolvers, but it is really different from any other existing revolver.

Damn. As soon as I saw this thread title Boberg came to my mind.

Sig 238 + ammo, Sig 938 + ammo, Springfield Range Officer compact, CZ 75b Compact, with a small increase you could get a few of the STI compacts, a Dan Wesson Eco if you increase your budget a little more. There's a ton of great guns out there. What are you looking for in the gun?

Even Hickok liked it, aside from thinking the reverse-feed was weird.

For carry and range the Sig P320. Fullsize kit for range, subcompact kit for carry.

Here you go if you haven't seen it. Pretty comprehensive and excludes anything Shield-sized or larger.

The other high-end options are the Seecamp .380 and the Rohrbaugh 9mm. But I like pocket-size.

Ok, you said Shield but what about the rest of the M&P lineup? Like the M&P 45 in either compact or shorter barreled full size...I think it's 4.25" barrel??

Is a Sig P226 to big for you to carry? Or a P227?

How about a 1911 in your favorite configuration?

Oh OH! How about a Hi Point!?

                        or
                        A M&P 45 and a M&P 9c while you can still SSE

I just picked up a H&K USP compact 40 LEM. It's a solid gun, accurate and reliable. I would have no problems carrying it if I had a permit to carry. I would recommend the CZ P01 too.

I prefer to carry my P2000sk, but I also carry my HK45C which is also a great range gun.

                              VP9, P30.

                              Any of those.

Or a USP9 Expert, if you can conceal one!
