That's right. Thanks! So I guess the benefit to volreg now with self-assigned s/n is that only the s/n is required (exemption (c) in AB 857 regs). After 7/1/18, the DOJ assigned s/n requires engraving more info.

I honestly don't know where this idea came from that only the serial number needs to be engraved.
Probably confused by mixing self-assigned and DOJ-assigned like I was a moment ago.

All information needs to be engraved. It always has been for any 80% that was being registered.

When you VolReg you are stating that you are registering "x" model of "x" caliber built by "x" with "x" serial number.
If only the serial number is engraved, the rest of the information on the form is fraudulent.

One of the reasons people have always avoided VolReg is because of the requirement to have their real name engraved on the frame.
Bad enough that it's registered. If it is stolen, it's even worse than having a "hot" gun registered to you floating around... it's a "hot" gun with your name on it, puts a big arrow on top of your house that says "Firearms Live Here"

Oh man. This is so confusing. For a second I thought I figured it out . But AB 857 regs exemption (c) mentions "a distinguishing number or mark of identification" and nothing else? I don't mean to be stubborn. I'm really trying to put the pieces together.

          (c) A firearm which was entered into the centralized registry set forth in Section 11106 prior to July 1, 2018, as being owned by a specific individual or entity if that firearm has assigned to it a distinguishing number or mark of identification because the department accepted entry of that firearm into the centralized registry.

That covers the serial number, but it does not exempt the previously existing requirements.

After 7/1/18, one must apply for a DOJ assigned S/N, prior to manufacturing/assembling a self-built firearm. If one has a self-built firearm with a a self assigned S/N but did not VolReg, one must still request a DOJ assigned S/N and then have it engrave on the firearm as well. (This DOJ assigned S/N will be in addition to the self assigned S/N.)

In short, if a firearm is not VolReged prior to 7/1/18, it seems that a DOJ assigned S/N will be be the only option that one will have. It will be frowned upon, beginning 1/1/19, if a firearm was not entered into the CRIS database prior to 7/1/18 and does not bear a DOJ assigned S/N.

How about all the people who have built their AR pistol prior to 2017? What do they need to do? Because there is alot of them out there who know nothing about this VolReg business.

Probably all who registered an AR pistol had a threaded barrel

Any build completed after that time must be fixed-magazine, or otherwise not semiautomatic or it would be illegal manufacturing of an assault weapon.

You can legally buy a pistol lower PPT, but don't even think about building it out with a bullet button. We've had a number of confiscations and at least one arrest because someone attempted to register a BBAW that the DOJ believed to have been transferred to them after Jan 1 2017.
So as long as the build out is done with a maglock device for the fixed magazine requirements, a ppt on a bullet button lower receiver is ok as long as the buyer then converts it to a fixed magazine once the buildout is done.

If it does not have a fixed magazine, an AR pistol is an AW regardless of any other features. Simply having a detachable magazine outside of the pistol grip classifies it as an AW, so it would have to be registered as a BBAW.

The threaded barrel and barrel shroud are irrelevant because they don't make what is already an AW more "assaulty" under California law.
This differs from New York and other states that follow the 1994 AWB, where ONE "evil feature" was permitted (and why so many 1994-2004 rifle barrels were not threaded, it allowed the rifles to have a pistol grip with an A2 stock).

If the AR pistol has a fixed magazine, it is not an AW, so the features don't matter.
If it doesn't have a fixed magazine, it IS an AW, so no other features matter.

Only required to meet the minimum 16" barrel length on a rifle.

There is absolutely no reason to pin and weld the barrel on ANY AR pistol, since it has to be fixed magazine anyways.

They will still have theirs when CA take ours.

Let me see if I am understanding this correctly. If I had a pistol prior to 2017, I can make it fixed mag (patriot mag or any other) and not have to register it? Would I still have to volreg it?

No requirement to register as a BBAW.

If it is from an 80% build, it still needs to be VolRegd if you applied a serial number (before July 1), otherwise, you'll need to apply to the DOJ for an FMBUS serial number.

If it was a complete build that you bought through an FFL, then remove the BB, install a 2017 compliant magazine lock, and you're done.
