        I've had a few people try and convince me that transferring a pistol lower with a bullet button installed as "incomplete" is perfectly legal as of today. While I think the legality of that may be ok?

        I think the issue, from what I'm reading in the thread, is that it would have to be manufactured post transfer to a complete pistol, and due to the law changes of home manufacturing, would thus be illegal. I'm just trying to make sure that I"m the right side of the law. Personally I would feel more comfortable if a mag lock was installed prior to transfer.

          Something I've been trying to find info on. It sounds like everyone believes it's still legal to build an 80% lower into a single-shot pistol, and then convert to semi-auto (as long as the build process is documented)?

          Is there any good guide for making a single-shot AR that would satisfy the legal requirements? Should we build all of our 80% lowers into pistols first to retain the maximum amount of build possibilities? I know that if it's first a rifle it can never be a pistol, but if it starts life as a single-shot pistol, can it then be changed to rifle and then back to pistol? Not that I'd consider that - just trying to understand the strange complicated laws...

            I wonder how many people on here have volreg their 80% pistols and listed them as semi automatic. Anybody?

              as long as you serialize it and complete it before July '18, you shouldn't have to volreg it.

                      Is the date before which engraving and volreg need to be done 7/1/18 or 1/1/19? I'm a little confused about the dates in AB 857. I think that after 7/1/18 you won't be able to complete any new 80% w/o getting a DOJ s/n, while you have till 1/1/19 to put your self-assigned s/n on it and volreg if you have already completed a 80% before 7/1/18?

                        I'm no expert, but this is my understanding:

                        7/1/18 is the date by which one should VolReg with their self assigned S/N.

                        After 7/1/18, one must apply for a DOJ assigned S/N, prior to manufacturing/assembling a self-built firearm. If one has a self-built firearm with a a self assigned S/N but did not VolReg, one must still request a DOJ assigned S/N and then have it engrave on the firearm as well. (This DOJ assigned S/N will be in addition to the self assigned S/N.)

                        In short, if a firearm is not VolReged prior to 7/1/18, it seems that a DOJ assigned S/N will be be the only option that one will have. It will be frowned upon, beginning 1/1/19, if a firearm was not entered into the CRIS database prior to 7/1/18 and does not bear a DOJ assigned S/N.

                            The BBAW build had to be completed by the current owner prior to Jan 1 2017.
                            Any build completed after that time must be fixed-magazine, or otherwise not semiautomatic or it would be illegal manufacturing of an assault weapon.

                            You can legally buy a pistol lower PPT, but don't even think about building it out with a bullet button. We've had a number of confiscations and at least one arrest because someone attempted to register a BBAW that the DOJ believed to have been transferred to them after Jan 1 2017.

                              Yes.
                              All markings must meet BATFE requirements.

                              I honestly don't know where this idea came from that only the serial number needs to be engraved.

                                AB 857 regulations state all the required information in section 5520. As Cokebottle mentioned, per BATFE.
