I applied early March of 2016 and my range date is next month.

Mine was valid on my range date. Though it was 6 calendar days before I had my permit in hand.

I knew that my permit was good on my range date. Well it just turns out that my range date was 4/15.

My range was 3/18, I picked up my permit 3/23 and my issue date on my permit is 3/15.

Mine was issued 2/15/17.
