To me, the wording in the letter sounds like it’s referring to the standard restrictions like “don’t carry in an establishment whose primary focus is selling alcohol” or “never go full r***rd.” Not specific restrictions for the applicant based on the good cause circumstances.

This makes sense for practical purposes.

Let's say you get pulled over for speeding, aren't carrying that day, and thus don't mention anything to the officer. Well, he is going to run your driver license and find out you have a carry permit. And then he may get nervous about why you didn't mention that to him, and wonder if you are currently armed, and whether there is any danger.

That's my thory of why they require it. Best to just say "I have a carry permit but am not carrying today".

While it think the rules above could be much more clearly worded, I didn't see any requirement there that says you have to proactively inform the officer upon contact even if you are carrying, let alone if you are not.
