I agree. I took the application seriously, read all the threads, and wrote it spread out over multiple days so I could sleep on it and re-read it again the next day and refine it some more. In the end, it was concise and to the point with documentation to prove my statements.LA County CCW Renewal

I would have done the same except even after I was called for an interview I thought my chances were like 10% because I was still under the mindset that LA County CCWs were mythical and my reason wouldn't be good enough. I was told everyone who applies gets an interview so I didn't think much of it and didn't get my hopes up.
I got my livescan done right after the interview and I am training Saturday. How do you see the status for the FBI and DOJ checks?LA County CCW Renewal

This. Seriously, if anyone from the city of LA asks "do I need a denial letter first" it indicates that person paid little or no attention to the advice in this thread. That indicates to me that person isn't willing to put in the effort and isn't worth my effort. LASD is issuing but it's not issuing to people who are unprepared, disorganized, uninformed, or passive and by asking "do I need a letter from LAPD first" you're indicating you are all of the above.
Again, there's great information in this thread. It should be organized into an e-book format to help people out, but Paladin and I don't have time to do that, and anyone it acts as a filter for people who are not willing to put in the effort and focus to be successful."Weakness is provocative."

The "reason" sounds more like speculation to me and even if it is true, why would LAPD be expending precious resources assisting LASD with LTC issuance? That makes no sense for LAPD and if the Chief was smart, he would simply sign an MOU with LASD!
I hate to speculate, but the PD denial first requirement appears to simply be a current LASD policy and is not codified in statute anywhere?

(a) When a person applies for a license to carry a pistol, revolver, or other firearm capable of being concealed upon the person, the sheriff of a county may issue a license to that person upon proof of all of the following:
(1) The applicant is of good moral character.
(2) Good cause exists for issuance of the license.
(3) The applicant is a resident of the county or a city within the county, or the applicant’s principal place of employment or business is in the county or a city within the county and the applicant spends a substantial period of time in that place of employment or business.
(4) The applicant has completed a course of training as described in Section 26165.
(b) The sheriff may issue a license under subdivision (a) in either of the following formats:
(1) A license to carry concealed a pistol, revolver, or other firearm capable of being concealed upon the person.
(2) Where the population of the county is less than 200,000 persons according to the most recent federal decennial census, a license to carry loaded and exposed in only that county a pistol, revolver, or other firearm capable of being concealed upon the person.
(c) (1) Nothing in this chapter shall preclude the sheriff of the county from entering into an agreement with the chief or other head of a municipal police department of a city to process all applications for licenses, renewals of licenses, or amendments to licenses pursuant to this chapter, in lieu of the sheriff.
(2) This subdivision shall only apply to applicants who reside within the city in which the chief or other head of the municipal police department has agreed to process applications for licenses, renewals of licenses, and amendments to licenses, pursuant to this chapter.
So if a City has No MOU with Cnty, and DOES issue CCW. Like LAPD does. Even if very restrictive. You have to give the City first shot at denial of application.
I will speculateThe LAPD Chief is a political puppet. Signing MOU with county. Would be abdicating a little bit of his POWER to the Sheriff.
Something that petty politicos just don't do.Because they would lose the ability to reward their political allies.
