To begin with, yes, the flood of new applicants will slow the process. But now they don't have to grade all those GC essays, which is surely a big bottleneck (in OC, my CCW investigator said her boss reads every single GC statement). And now they will be subject to meritorious lawsuits if they take a year to give you a permit. Rights delayed are rights denied. They are going to have to commit more personnel to their CCW Unit if they don't want endless lawsuits and the Trump 2.0 DOJ's Civil Rights Division to ram endoscopes up their posteriors! 
I suspect at least some sheriffs in CA (not AV) are happy they won't have to deal with the good cause analysis anymore. Less man hours per application for those counties that were de facto shall issue anyway (which, surprisingly, was over half of California counties).
