This is an important issue and one I hear often. Going by the current definitions for the colors on the CA CCW GC map (see post #31 in my CCW Application Advice thread pinned at top of this sub forum), is someone who has a reported death threat (i.e., Dark Red risk), a “regular person”?
Is someone who’s a convenience store manager who regularly makes after hours deposits (Yellow GC) a “regular person”?
My GUESS is people mean someone who will get issued for the routine risks we all face on a weekly or even daily basis (getting gas in a bad part of town, getting cash at public ATMs after dark). The map categorizes these as Dark Green GCs.
