FFL 3 - ANY ONE?

Well that sucks.
That said, failing to renew on time (and not getting a notice from CA DOJ) happens to the best of us

It looks like with the recently revised proposed ammunition regulations, that FFL03s will no longer be exempt for mail orders.

Great... I guess I won't be applying for one now.It looks like with the recently revised proposed ammunition regulations, that FFL03s will no longer be exempt for mail orders.

That is INCORRECT.It looks like with the recently revised proposed ammunition regulations, that FFL03s will no longer be exempt for mail orders.

The proposed regs are addressing FTF sales and the types of checks required by a licensed vendor in CA to sell ammunition. The first draft of the regs provided that no check was required for an FFL03. The revised draft effectively excludes FFL03 and would require a check. Both drafts allowed for the COE check (at $1 cost) to be conducted instead of a Basic of AFS check.
But again, this is just for FTF purchases within CA from a licensed CA ammunition vendor.
The provisions of CA Penal Code Sec 30312(c)(6) still permits online orders from out of state to holders of valid FFL03 and CoE.I am not your lawyer. I am not providing legal advice. I am commenting on an internet forum. Should you need or want legal advice, please consult an attorney.Comment

Until they take that provision out. I truly hope that they have a shred of common sense and realize that anyone with an FFL03 and CoE have gotten a pretty extensive background check.
Call me paranoid, but I just don't think the regulations were really meant to stop ammo from getting into the wrong hands. Maybe a little, but I think more so to give the state a list of who has what/how much ammunition at home. All leading up to an eventual gun grab where they will try to disarm those people first.

Yes. Just wanted to correct the impression that online sales to FFL03 + CoE are going away because of any regs being proposed by CA DOJ relating to licensed ammo vendors.Until they take that provision out. I truly hope that they have a shred of common sense and realize that anyone with an FFL03 and CoE have gotten a pretty extensive background check.

Ya, last year they went to online renewal rather than mail-in, but sent a notice in the mail.
This year I got nothing in the mail.
I did get an email (both years) warning of the pending expiration.

Sorry for the lame questions, but I'm a bit confused on the B section of the ATF form...
1) As the Applicant (Collector), am I considered a Responsible Party? or would that just be for someone applying for a business and having a second person on their application? (And if I am a Responsible Party, what would my Position/Title be?)
2) For an FFL 03 I thought you did not need to include either fingerprints OR a 2" x 2" picture, but on page 4 of the application it says for Type 03 a picture is required. Is that the case?
Thanks in advance for clarification!Comment
