    FFL 3 - ANY ONE?

    In attempt to purchase ammo without restriction, I was considering applying for FFL 3 - Collector of Curios and Relics.

    Has any one able to successfully obtain one? Does this worth going all the trouble.

    I would really like to hear exact process for it according your experience. Does ATF visit you for inspection? and so on.

    I did my certificate of eligibility online took 5 days. Ffl03 papers sent Dec 28, money paid on Jan 6. I have no clue if I got approved or what. Everything I read says up to 90 days.

      Does the whole process take only paper works? I heard they may inspect the address on the application. I don't mind they coming into my office, but I really don't have anything to show for.

        In addition to the O 3 FFL you also need to get a California Coe which requires yearly renewal and fees also need to do a Live Scan for the 03 FFL total process is going to be upwards of $160 with about 40 bucks a year so you had better be ordering lots of ammo to justify those costs

          It's not just about ammo price. Also, has to do with quantity and certain cartridges at the time of purchase. Availability is not guaranteed these days.

                I ordered a C&R .45 from Arizona - it arrived and I took it home the same day. I like having an 03 FFL and a COE.

                  yes it is easy, just paperwork. As a license holder the federal DOJ may audit your collection and documentation. They do not have to come to your address, and they will not show up unannounced. Also there is no pre-inspection, it's only if you get audited later. An audit means they inspect your C&R firearms and make sure your bound book documentation is accurate. It does not involve any of your modern firearms. If you own no C&R firearms at the time of an audit, you just go to their office with your bound book showing no current entries.

                      Which form do you do first? The COE or the Federal Forms? Or is it the same time thing?

                        It doesn't matter. You can do both at the same time. Or you can wait on the COE since it isn't useful until you get the FFL, but then you would have to wait until you get the COE to make use of the FFL. So if you do both at the same time then you have both as soon as possible.

                          The FFL center in Martinsburg, W.Va. was back open again today.
                          They have a backlog to slog through as well as new incoming.

                            FFL03 & COE

                            I did my FFL03 and COE today. 1/29/19
                            EDIT: Credit Card got charged in 9days (Fed FFL fee)
                            EDIT: COE is approved and arrived via mail in 13 Days
                            EDIT: FFL03 arrived in the mail Wednesday in 51 days

                            Made some notes while I was doing it......

                            FINGERPRINTING and APPLYING for COE
                            1. Go get the Certificate Of Eligibility Application (COE) form. http://ag.ca.gov/firearms/forms/pdf/coeapp.pdf
                            This form is in 3 parts..... COE application, Instructions, BCIA8016 (partially completed)

                            Complete your info required on Pages 1 & 3.
                            NOTE: You will be missing the ATI number for the fist question on Page 1. The Live Scan fingerprint location will give this to you at the time of taking your fingerprints.

                            2. Go to a Live Scan location, you will need a photo ID (I used a "Real ID" CA driving license) and thePage 3 (BCIA8016) form you just completed.
                            Give away your fingerprints along with your fee. My fee was $71 (fixed fee) + cost of taking the prints $20 (this cost varies by location).
                            Payment was only accepted in cash or Debit Card. Unsure if this was a location requirement.

                            3. Live Scan agent will give you a copy of your form with the ATI number completed on the bottom.
                            This is the ATI number you will need to enter on the TOP of the COE application page 1.



                            4. Sign, Date, and mail the COE application to the address in the Page 2 instructions.



                            FFL APPLICATION.

                            Part way down page is link to ATF form 7/7CR
                            This form is in 4 parts... Application for FFL part A, Part B, Instructions, Part A&B again for Chief of Police.

                            Complete Parts A & B (the first 4 pages)

                            The first copy goes to the ATF
                            Sign & date page 1 if you used Credit or Debit ($30), Sign and Date Page 2
                            Mail it to the address on Page 4 (don't forget your check ($30) if you didn't use a credit/debit card)

                            The Second copy of the document (with your page1 payment details already blanked out) gets Signed and Dated on page 2 then mailed to the CLEO Chief of Police you recorded on page2
                            Mailed it all today, I did send the CLEO copy Certified (just in case)
