      FINGERPRINTING and APPLYING for COE
      1. Go get the Certificate Of Eligibility Application (COE) form. http://ag.ca.gov/firearms/forms/pdf/coeapp.pdf
      This form is in 3 parts..... COE application, Instructions, BCIA8016 (partially completed)

      Complete your info required on Pages 1 & 3.
      NOTE: You will be missing the ATI number for the fist question on Page 1. The Live Scan fingerprint location will give this to you at the time of taking your fingerprints.

      2. Go to a Live Scan location, you will need a photo ID (I used a "Real ID" CA driving license) and thePage 3 (BCIA8016) form you just completed.
      Give away your fingerprints along with your fee. My fee was $71 (fixed fee) + cost of taking the prints $20 (this cost varies by location).
      Payment was only accepted in cash or Debit Card. Unsure if this was a location requirement.

      3. Live Scan agent will give you a copy of your form with the ATI number completed on the bottom.
      This is the ATI number you will need to enter on the TOP of the COE application page 1.



      4. Sign, Date, and mail the COE application to the address in the Page 2 instructions.



      FFL APPLICATION.

      Part way down page is link to ATF form 7/7CR
      This form is in 4 parts... Application for FFL part A, Part B, Instructions, Part A&B again for Chief of Police.

      Complete Parts A & B (the first 4 pages)

      The first copy goes to the ATF
      Sign & date page 1 if you used Credit or Debit ($30), Sign and Date Page 2
      Mail it to the address on Page 4 (don't forget your check ($30) if you didn't use a credit/debit card)

      The Second copy of the document (with your page1 payment details already blanked out) gets Signed and Dated on page 2 then mailed to the CLEO Chief of Police you recorded on page2
      Mailed it all today, I did send the CLEO copy Certified (just in case)

        Does anybody know the proper office address for OCSD Sheriff Don Barnes. You would think this would be obvious, the OCSD website has addresses for numerous departments, from jails to CCW department, but none for the Sheriff himself. The phone menu doesn't offer you a live person to ask, and I have sent an e-mail, but hey maybe someone here has the answer.

          I sent my notice to the general SO address on their Contact Us website. Their mail room can sort it out.

          Besides, every single person I've talked to about it said they just round file them, and you did what was lawfully required.

            I don't know why this has been coming up again lately, other than the usual suspect spreading

            03FFL are not subject to a property inspection, nor are they subject to "surprise" inspections.
            Those honors are reserved for 01/02/07 and other business-class FFLs.

            The 03FFL is a Collector license. You do not forfeit your 4A rights. Having an 03FFL does not automatically subject you to no-warrant searches. 03FFLs are subject to occasional (rare) audits, but this may be conducted at the local BATFE field office.
            Maybe 6 years ago, there were a couple of reports of a new field agent in the LA area who was unaware of the difference and showing up at collectors' homes. He was properly trained and we have not had any recent reports of this happening.

            Even if you are only getting the licenses for the purpose of purchasing ammo and being exempt from California's 1-every-30, you still need to have and maintain a bound book (even if it's empty). In my case, I have exactly one entry in my bound book.

                    Now have the COE, state was much faster in responding than I expected. Waiting of Feds who have charged my card.

                      I have a number of customers who have a C&R and a COE. They have difficultly finding on-line ammunition retailers who will honor those. I know Midway and Sportsman Guide won't. Just curious if any of you C&R+COE holders have found sellers willing to ship ammunition directly to you. Probably a better topic for the C&R forum but I am curious. On a positive note, most FFLs on this forum seem to offer very reasonable transfer fees for internet sales.

                      Not trying to discourage you. A C&R+COE is easy to get and cheap to renew. I give my customers who are C&R + COE holders a discount for C&R transfers since I only need to see them once. Well worth doing IMO.

                          Mailed in COE and FFL 03 on Dec 30. COE arrived 10 days later. ATF charged credit card Jan 8. Received FFL 03 in mail March 22. Not sure if 35 day gov shutdown affected processing.

                            Got the FFL03 mentioned in my earlier post.

                            Got fingerprinted and mailed all 3 copies of my FFL03 and COE 1/29/19
                            Credit Card got charged in 9days (Fed FFL fee)
                            COE is approved and arrived via mail in 13 Days
                            FFL03 arrived in the mail Wednesday in 51 days

                            So total time from Mailing to FFL03 arriving 51 Days...... not too bad
                            I'll bet that time goes up as we approach June/July 8-(

                                Guys... I am so shameful to say that I got so lazy, I just completed the live scan yesterday. I know... if I did not put it off, I should have everything in the order by now. Anyhow, since I was done with the live scan, I put both FFL app and COE app in the mail this morning. I guess next thing I need to is sit tight and wait for it, right?

                                I wonder if there's any that they decline the FFL app because I live in the city of Los Angeles? I hope they don't.
