    Yep. Just print out the COE Livescan form and take it with you to get it done. Afterwards, get on CFARS and fill out the app. Takes about two weeks to get the COE. Seems like everyone is getting it a lot faster now.

      so under current laws, what advantage does a COE actually give you? anything other than not having to wait 10 days? it seems that if you buy a C&R gun out of state and bring it in you only need your 03 lic. and if you have one shipped in it has to go through a 01 FFL anyway so im trying to ascertain what are the actual advantages of the COE nowdays? thanks for replies everyone

        Face to face transfer of C&R long guns, no FFL required.
        No 10 day wait or 1 every 30 limit (for C&R)
        Able to purchase ammo online or personally import after Jan 1.

          COE application submitted online through CFARS on 10/20
          COE completed, active on 11/4.

          Looks like the state is processing these in about 2 weeks or less. Much better turnaround than I've seen people posting about in previous years.
          CRPA and NRA member.

              There are rolling fees published at https://oag.ca.gov/fingerprints/locations

              I don't know how accurate they are but the contact information is provided to contact the public locations so you can verify before showing up.

                You can get the COE only from DOJ. Follow these instructions: https://oag.ca.gov/firearms/cert-eligibility

                It requires a Livescan print submission. Google "Livescan San Jose ca" and you might get this: https://www.certifixlivescan.com/?s=San+Jose

                Call ahead to confirm hours and prices.

                Also, they will collect the state fee for the background check according to this schedule: https://oag.ca.gov/sites/all/files/a...forms/fees.pdf

                  just dropped the dime and did all the COE stuff today including online app. still waiting on C&R to get here, they cashed that check on 10-25 so should be soon i guess.

                      So in 9. Describe the specific activity applicant is engaged in or intends to engage in, which requires a Federal Firearms License what should I put?

                            The paper COE app packet has all that info filled in for you, I would think you can pull just the BCIA8016 out of that packet.

                              Create a CFARS account here: https://cfars.doj.ca.gov/login.do
                              Submit for Livescan to Apply for a COE
                              The LiveScan form auto fills the information.

                              When you do the Livescan, you'll get a copy of the submittal annotated by the operator. Use the ATI Number at the bottom and apply for COE online within CFARS. It's far quicker and easier than manual submission through mails.
