    I recently paid for and completed a Live Scan for firearms eligibility for a handgun that was on delay. It is still being processed. Can I apply that live scan towards an FFL03 application?

      No.

      The 03FFL does not require a livescan, the COE does.
      California requires a new livescan for everything because each one run is of a different type.

      Your eligibility from the delay MAY be the same type, but that livescan did not include an application for Certificate of Eligibility.

      Seriously... I've probably had 6 livescans done between the COE, CCW, and various state licenses and background checks. My wife has had at least 3 and none were firearms related. Each one has a different fee associated with it and each is a different type of background check.

          Just updated my COE on CFARS. It seems as if it took my credit card payment but I thought once it accepted the payment, you could print out your updated COE? I am getting a message, "You have an existing COE transaction. It has to be resolved before you can update your COE."

          So you do all of this stuff on-line, pay, yet you still have to wait for the DOJ to update your COE to print out the new one? Kind of a dumb way to do it, most other websites that require so much information and take your payment give you instant renewal, but this being California...

            I would think that there would be some type of lag time involved to allow whatever process of review exists to take place. I wouldn't think that certifying eligibility would be based simply on payment of fees.
            (Although, it is a Monday morning after a long weekend off for state office computers.)

                      Well, I think they have to do another background check since theoretically something could have changed since the last time you applied for your COE. Thats why renewal wouldnt be automatic with payment.

                      I recently received my COE (first time applicant) in 2 weeks. So your renewal could take that long if it goes through the same review process as a new application.

                      Earlier on the same day that my COE was approved, I received a notice that there was a delay but fortunately later that night I received the approval.

                      There could be some delays as it seems like a lot of people are submitting COE applications recently to get it in place before the new year when the online ammo ban goes into effect.

                        Applied for both CoE and type 3 FFL on Oct 26th, received FFL on 11/24 and CoE on 11/27.

                          Hopefully this means mine will get here any day now. ATF charged me on 10/31, and submitted COE online on 10/30.

                            Two questions:

                            1. What do I do about the field for previous FFL when I had an 03 C&R license around 1995 which I never used and allowed to expire?

                            2. Presumably, I can use the county sheriff for CLEO? In decades I've had one mentally ill neighbor call the police a couple times, and if that happens again I'll worry less if no one in the city PD took note of me having a FFL.

                              i just callec ATF, they recieved app on Oct 26 and said it takes 60 days.? that doesnt seem to match whats being reported here. SHe did give me my number though. first and last digits, so i assume its going through no problem. just going to take longer for some reason. submitted COE just 2 weeks ago so not even expecting that one yet.

                                When your crazy neighbor rats you out, who answers the call, the Sheriff or the PD? The PD. The CoP is the Chief Law Enforcement Officer of your residential area.

                                Being aware that you have been cleared for an FFL03 may help your standing with the police when the neighbor pipes up, again.
