Complete Lower issue...

J&R is Awesome I shop there all the time. I had a Stag transfered there from gunbroker, all I had to do was ship the seller the 10rd mag and bullet button, he installed it and when it arrived it was all good. Also bought a stripped lower there and an XD. Your problem is not having the bullet button installed when it arrived. Have riflegear install the bullet button and everything should be fine.

Its a complete lower.
You don't need a bullet button unless it has a centerfire upper.

Seems pretty childish for J&R to react that way. Yes, OP should have called and asked first, but how about responding like an adult and explain why they won't accept it. Sending the lower to Livermore PD? I won't be spending my money with a shop like that...

Jeez, what is up with the dealers in North CA? This is the second time I've heard of a dealer in North CA threatening to turn in a legal gun to LE because they believed it is an AW.

We have a lot of good FFL's too. Unfortunately, two of those good FFL's are the ones who've made that threat.

The items are being shipped back to Riflegear and is going to be shipped to a different FFL. Not sure if riflegear will install the BB for me. I should inquire.

I'm not surprised...I understand the argument that the complete lower is not yet configured as an AW, yet if it was shipped with a collapsible stock, and a pistol grip you know have two evil features and must have a bullet button installed....you are pushing the law to it's limits already. The vendor should install the BB on a complete lower, if they did not it was much more negligent on their part. FFLs don't have to sell anyone anything.....transfers are especially like asking them a huge favor, it would be shrewd to figure out the details ahead of time.....this is not an outrageous response nor an occasion to rally the troops and protest.

And tell him if he turns your property over to the Livermore Police Department you will sue him and his shop for any money out of pocket plus
tell every gun website what a bunch of incompetent (Not having the necessary skills to do something successfully) Buffoons they are.

Ask them to call RifleGear for a professional and correct explanation of AW lowers.

If the weapon came with the bullet button (NOT INSTALLED YET), why can't the FFL install it for me without going through all this bull?? I know it takes less than a minute to install.... I mean, if I fill out the DROS, etc. etc. and take the lower home and install the BB myself, what's the damn difference? It's still not an AW!!

I think threatening to turn over his completely legal lower assembly to the police is a bit of an outrageous response. Now if he simply said he would refuse it and return that would be one thing... but that's not the case here.

and last I checked you pay for the FFL transfer, even more on 3rd party because the rates are at the discretion of the secondary FFL. I would hardly consider one person paying for the services of another as a "Huge Favor"

I think the problem lies within what type of FFL they have. Depending on their FFL they may not be able to receive assault weapons or may not be allowed to "assemble" guns.

Evil features only apply to centerfire rifles. This is not a centerfire rifle. Lets say he has a .22lr upper on one of his complete lowers at home. If he removes the upper to clean the rifle does that automatically make the complete lower an assault weapon? No. Without an upper it is not a centerfire rifle.

J&R is in the wrong and is spreading FUD.
