    Complete Lower issue...

    Hey guys,

    I'm new to the forum! =)

    So, here's my issue. I just purchased a Complete lower, bullet button, a couple of 10rnd mags and other equipment from a company in Southern CA and had it shipped to an FFL near me in Northern CA.

    Got a call from the FFL near me and said they cannot take in the lower because it is an assault weapon! So, now I have to have these items returned! I'm so bummed out! Have any of you guys experienced this? What FFL dealer would you guys recommend to have these items shipped to? I live near Castro Valley, CA. Thanks guys!

    That's odd, I assume that it does not have an upper attached? is the make and model on the California AW appendix ban list(s)?

      What FFL refused it? J&R in Livermore is very knowledgable on what is and isn't legal.Don't know if they will recieve it for you.I'd call them and ask.

        No upper. It's a STAG complete lower. I didn't see it in the Appendix list on the flowchart

          Then you should be good to go, perhaps the FFL you had the lower shipped to is just behind the times and isn't sure on what is legal or is not.

            Yes, it is J&R and they won't accept the items.

                First I would call J&R and ask them what exactly does your lower have to make it classified as an AW to their logic, secondly, I'd call another local FFL and see if they would do the transfer.

                Also, give us updates.

                  The receiving FFL dealer is an idiot and clearly doesn't understand the laws directly pertaining to his chosen profession. Even if it didnt have a bullet button it still wouldn't be considered an AW without a centerfire upper attached to it. I would call and ***** and complain to the FFL who declined it and demand he pays for the shipping costs that you will undoubtedly accrue due to his mistake.

                  The only way he would be correct in this situation would be if the lower was on the ban list, in that case he would be correct in his actions, however I find that highly unlikely.

                  If I were you I wouldn't take this sitting down, this crap pisses me off. But thats just me. Good luck, call around to FFLs in your area and find a black rifle friendly guy, don't give any more money to this other guy...ever, don't fund idiocy.

                    Find another CA FFL dealer to recieve the AR lower.

                    Some CA FFL dealer still do not want to deal/handle anything that they think is illegal, even though it is not.

                        Just ask them nicely to ship it to another FFL in your area what will take it and install the BB. You will pay the shipping. Find another FFL who knows the real deal.

                        Don't waste your breath on a person who has heard it 1.5 billion times and refuses to listen.

                        If you think you are the first person to tell this FFL he is wrong, I have a bridge to sell you real cheap.

                          ...I will give them a call tomorrow and keep you posted on what happens. I will also call other FFL dealers around me about taking the transfer. Thanks for the support guys!!

                            Ok wait now i'm confused.

                            If the lower was shipped with a standard mag release button installed, how is that not an assault weapon?

                            If it has a caliber indicated on it, ie: 5.56 - that's not rimfire.

                            If it is stamped MULTI - it can accept a centerfire upper.

                            Does this not become a "constructive" issue?


                            ETA: Did Riflegear ship the lower with the Bullet Button installed?

                              J&R is the ffl? I'm surprised. They are incorrect. As others have said, without a centerfire upper attached, it is not an AW.

                              Call them and ask them why they believe its an AW. Also tell them that the lower is not a centerfire rifle because it has no upper attached.
