      I once hit an 18x24 inch plate at 960 yards with an 18 inch barreled AR topped with a 3-9x40 Nikon shooting 75 BTHP at 2600 fps in a 10mph crosswind.

      At least my spotter says he thinks I hit it, neither of us saw the splash and I couldn't follow the vapor trail. Good enough for me though, If anyone asks I now have a 1000 yard capable SPR. The only reason I don't shoot in competitions is because I don't want to embarrass anybody by beating them with my 'budget smallbore ELR'.

        I made the criteria in the original post with a full understanding that compromises would have to be made. I have found the ensuing banter to be highly educational and I am grateful to all posters for their contributions. Any intended derision is not taking personally.

        Still looking to acquire rifle that has precision and versatility. I now know how to set parameters that are realistic and conducive to desired results. Of course, I have little knowledge of the required components and no ability to build the rifle.

        Randall, are you interested in building the rifle for me?

          It's not easily done here but if he was to post this on a sniper forum they do this with extreme commonality.
          You might be surprised what you read once there.
          The premier gunsmith that advertises there blueprints actions but doesn't use over sized bolts because a tight fit isn't needed and a sloppier fit actually works better.
          The owner thinks barrels have no runout.
          BAT actions suck.
          Benchrest shooters don't know how to reload good ammo.
          Ladder testing doesn't work because you get 5 inch groups at 100 yards while resting your muzzle on a block of concrete which we all know should keep it from moving.
          You need 12 screw rings with boron bolts. Black or flat dark earth rifles outshoot plain stainless rifles and camo rifles outshoot all rifles.
          If your range has benches it's a square range but if it has barricades that have never been moved in 10 years the distance is always changing and you need a ffp scope to adjust for that distance.
          It's harder to hit a square gong 24x24 at 1000 yards than a 3 inch bullseye.
          And to be the best there is you can't be taller than 5 feet 5 inches tall. Of course this all done shooting offhand with only one foot touching the ground while fighting off a terrorist with the other foot and bandaging up a fallen comrade who wasn't behind his gun correctly.

                You're going to have to make a lot of compromises in the name of versatility and so you need to set your expectations accordingly.

                Here's another thought you might want to consider after you stop laughing. I buy hunting rifles for hunting and have zero interest in rifles built specifically to hit that 8" plate at 1,000 yards. Assuming it won't annoy the organizers, I' thinking about using my .243 to shoot distance, though it would have to be on a cold day or slow fire since the rifle has a thin barrel. I'll probably need a rail, I'll have to swap optics, I'll need to develop reasonably suitable loads and I may hit nothing but I'm inclined to see if I can make do with what I have.

                I could also go the Hathcock route since I have a Winchester 670 in .30-06. Just have to swap the barrel for something heavier. It's something to think about when I can no longer hunt with it.
