These precision/LR threads, whatever you want to call them, always end up entertaining.
OP, if you are planning to keep it to 600 yards mainly I'd say take JMPs advice on a .223 - Find a used remington 700 or something with a good action that you'd build upon later.
With match ammo, it can be surprisingly accurate at that range and still fun with cheaper fmj ammo. Shooting .223 will be cheap, you'll get to put tons of rounds down range and learn a lot. You can really work on fundementals since a .223 won't make you flinch and you'll be able to spot impacts easily. If you feel it is right for you and are bored with the .223 and want to push further, have a gunsmith drop in a nice barrel in a bigger caliber.
Not sure what your knowledge level is, so just in case you didn't know, the .223 in most all bolt actions runs on the same short action that .308win, 6.5creedmoor, .243win, and a lot of other common precision rounds run off of. So a new barrel and bolt face would have you changed over to a more capable, but more expensive caliber if you want to stay in the precision game.
