Brentwood armory said it was for leo only and LC action had no clue. Does that sound right? How else is someone supposed to get a new glock? I k own there is a new law starting at beginning of the new year but a bit confused on the whole matter, thanks.
You might want to look at a recent Supreme Court case in which the person did basically what you mentioned and it was found to be illegal. Your LEO friend would not be the actual buyer/transferee and so if he answers honestly to 11a on the 4473, it would not be able to be transferred and if he lies, then it would be making a false statement on a Federal document (aka straw purchase).

There are Gen3 Glocks on the certified list. The Gen4 is not on the certified list.

You can buy an off roster pistol, or any firearm, from a LEO as a private party transfer but the LEO can't buy the any pistol or firearm with the intention of selling it to another. He can always decide at a later date that he wants to sell any pistol he/she owns but can't knowingly buy with intention of selling to a friend or stranger. LEO's have been prosecuted for this recently, some in the Sacramento area come to mind.

So even if we transfer it to me, and even wait a few months and I have Acela record would that be considered a straw purchase?

Legally, if the purchaser is buying the weapon to transfer it to someone else (regardless of a clear record or not), it is a straw purchase. If the LEO buys it, and decided the weapon isn't a "keeper" for whatever reason and sells it - not a straw purchase since it was originally purchased with the intent to keep the weapon. All a matter of intent (and the timing of the original sale and transfer can support the intent, if not too close together).

Gen4 G17 is not on the roster, so it would have to be processed through SSE for you, since it sounds like you are not LEO.

Double-check with your store to make sure that your purchase price included the SSE handling to put it in your possession.

To my knowledge NO GEN 4 are legal in Ca.
To make sure, go to the CA DOJ site.

I personally think that it is important to be accurate and not claim such a firearm is not legal when it is legal, just that the transfer is limited.

With the exception of so-called a-salt weapons and NFA weapons, all firearms are legal in CA. The issue is that there is a restriction on FFL in regards to transferring handguns which are not on the certified list or exempt (either by type or type of transfer).

The Glock GEN4 are not on the certified list, so that means that the type of transfer has to be exempt (LEO, PPT, intrafamilial transfer) or the firearm has to be modified to be exempt (SSE).

Currently, if you move in from out of state, you can bring in a Glock Gen4 and it is legal. You can buy one from someone who has it, such as a LEO.

I had a question about the SSE. If I bought a CA model Wilson Combat CQB would I be able to send it to Wilson to customize AFTER 01/01/15?? Also, if I already own a few SSE guns will I be able to send them to manufactures for warranty work after that date?

No problems with mods AFTER you pick the weapon up...and warranty work will depend on the manufacturer (some have reportedly refused work on SSE guns from CA...or have issues with returning said weapon to CA), but in general I wouldn't expect any problems.

No, it is not legal to import an off roster pistol.

Now, it the firearm was modified to SSE, then imported, then it would be permissible to import it until December 31, 2014. After that, not at all.

(or unless some exemption applies, like being part of the royalty class.)

You are flat out wrong, if you live in say Nevada and own a Gen4 g17 it is perfectly legal to bring that firearm with you when you move into Ca. All that is required at that point is you fill out the vol registration form and send to DOJ. With a check.
