        I dont think so...I think in 2018 you can still build a CA COMPLIANT AR PISTOL. I just sent in my volreg for a 80% ar pistol single shot, fixed mag build.

          If a person has an AR Pistol that was purchased via the SSE and equipped with a bullet button it is now considered an Assault Weapon under the new law. My understanding is that you have three options:

          1) Separate the lower from the upper and it will no longer be considered a semiautomatic weapon per section HH of Section 5471

          (hh) “Semiautomatic” means a firearm functionally able to fire a single cartridge, eject the empty case, and reload the chamber each time the trigger is pulled and released. Further, certain necessary mechanical parts that will allow a firearm to function in a semiautomatic nature must be present for a weapon to be deemed semiautomatic. A weapon clearly designed to be semiautomatic but lacking a firing pin, bolt carrier, gas tube, or some other crucial part of the firearm is not semiautomatic for purposes of Penal Code sections 30515, 30600, 30605(a), and 30900.
          (1) A mechanically whole semiautomatic firearm merely lacking ammunition and a proper magazine is a semiautomatic firearm.
          (2) A mechanically whole semiautomatic firearm disabled by a gun lock or other firearm safety device is a semiautomatic firearm. (All necessary parts are present, once the gun lock or firearm safety device is removed, and weapon can be loaded with a magazine and proper ammunition.)
          (3) With regards to an AR-15 style firearm, if a complete upper receiver and a complete lower receiver are completely detached from one another, but still in the possession or under the custody or control of the same person, the firearm is not a semiautomatic firearm.
          (4) A stripped AR-15 lower receiver, when sold at a California gun store, is not a semiautomatic firearm. (The action type, among other things, is undetermined.)
          It can never be reassembled unless it is taken out the of state or it is modified per option two.

          2) Replace the bullet button with an AR Maglock 2 or equalivant so it meets the definition of having a "fixed magazine" per section M and N of Section 5471

          (m) “Detachable magazine” means any ammunition feeding device that can be removed readily from the firearm without disassembly of the firearm action or use of a tool. A bullet or ammunition cartridge is considered a tool. An ammunition feeding device includes any belted or linked ammunition, but does not include clips, en bloc clips, or stripper clips that load cartridges into the magazine.
          An AR-15 style firearm that has a bullet-button style magazine release with a magnet left on the bullet-button constitutes a detachable magazine. An AR-15 style firearm lacking a magazine catch assembly (magazine catch, magazine catch spring and magazine release button) constitutes a detachable magazine. An AK-47 style firearm lacking a magazine catch assembly (magazine catch, spring and rivet/pin) constitutes a detachable magazine.
          (n) “Disassembly of the firearm action” means the fire control assembly is detached from the action in such a way that the action has been interrupted and will not function. For example, disassembling the action on a two part receiver, like that on an AR-15 style firearm, would require the rear take down pin to be removed, the upper receiver lifted upwards and away from the lower receiver using the front pivot pin as the fulcrum, before the magazine may be removed.
          Per Senate Bill 23 this would no longer meet the definition of an "Assault Weapon" Penal Code Section 12276.1 and could have an item such as a flash hider / suppressor.

          3) Register as an AW :-(

            A lower or pistol that was DROS'd would not have or require an FMBUS. The process of the dealer transferring it to you generated the DROS which put it into the central registry.

            FMBUS is only for 80% builds, and at this time, 80% builds with a bullet button that you intend to register.
            If you have a pistol that was DROS'd, it is already in AFS and may be registered as a BBAW with the existing serial number.

            If you have a completed 80% build and FMBUS number for it, then the FMBUS registration took care of getting it into the centralized registry... submit your BBAW paperwork and you are done. There is no separate VolReg step for FMBUS/BBAW frames.

            If you have an 80% build that was legally completed as a single shot, dimensionally compliant, or single shot break top bolt action and then converted to Semiautomatic, submit your VolReg through CFARS listing it in the configuration that it presently is in. Use the original build date for the date of acquisition.

              Thank you for the clarification. Should there be an explanation in the comments section included about the single to semi conversion or is it explained through the build date?

                    Ok so I have a few questions about all this convoluted nonsense.

                    If someone were to have a currently milled out 80% receiver and a non milled out 80% receiver and they never plan on selling either pistol what is the best solution moving forward? Also as far as the possibility of putting these self manufactured pistols on a CCW which route or both are best suited?

                    Register the previously milled 80% receiver through Vol Reg as a frame only SSE with all the self made markings before the 7-1-18 deadline and when assembled make sure its properly fixed mag ect.

                    Hold onto the unmilled 80% get a SN from the DOJ, assemble said pistol and list that one on the CCW considering the SN came from the DOJ?

                          So ran into a potential issue. I had 2a zone build. Me a sse ar pistol back in August of 2016. I found my Dros form to fill about the exact date of delivery. I noticed that under FIREARM INFORMATION it reads "Custom Model" under make, and am15 under model. Neither of these are reflective of the actual lower they used to build it, an American Defense Manufacturers uic lower. Am I screwed? Technically 2a zone built it not Adm but obviously the lower has Adm markings.

                              So I am doing a VolReg through CFARS for a 2016 80% pistol build. It is currently semi-auto. During the build, I took pics of it as single-shot zero mag and such. I also have pics of it in semi-auto configuration. Do I submit my form as single-shot or semi-auto?

                                Do not submit photos, they are only required for AW.
