        The reality is nobody knows for sure. Penal Code 11106 says that DOJ must maintain a registry of all information about firearms submitted to them under any provision of law. Penal Code 28800 allows you to voluntarily report your firearm if you do not have to report them under a legal provision (i.e. volreg until July 1.) The ghost gun law--Penal Code PC 28180-81--exempt you from their terms if your firearm had a serial number that was entered into the 11106 centralized registry by July 1.

        So what happens if your number is submitted before but not accepted before July 1? One reasonable interpretation of the statute and regulations is that you are **** out of luck, and have to get a DOJ serial number. That's technically what it literally says. If your serial isn't registered by July 1, you have to get a DOJ serial and engrave it and comply with their requirements under the regs implementing 28180.

        That being said, such a literal interpretation leads to a somewhat absurd result--people submitted information prior to July 1 have to reserialize. Also, DOJ has a legal duty (not just a right) under 11106 to enter the information into the registry because it was provided under a provision of law (28800). So you have another absurdity--either DOJ doesn't comply with that law and stops processing anything submitted prior to July 1 that they failed to enter into the system by July 1, or you have two serial numbers in the registry for the same firearm.

        We have no indication what DOJ plans to do here.

        Only downside I can see to volregging now is you maybe lose $19. Volreg all firearms on one transaction so you limit your expense to $19. DOJ can be reasonable with this and not require people who submitted prior to July 1 to reserialize. They may not be. Who knows.

            Ok, so i was banned for 24 hours for suggesting to break the law. I have no idea what i said because it was never referenced. So here it goes..

            With that said...
            How can cokebottle say..I am wrong that there is no AW pistols to register? I believe we have no aw pistols.

            Then you say either maglock the pistol or register it?

            I am under the belief all 80% pistols have to be registered .

              There are two separate laws in play.

              All unserialized firearms have to be registered under the "Ghost Gun" law

              Assault Weapon laws are separate and distinct.
              Not all unserialized firearms are assault weapons.
              Obviously, not all assault weapons are unserialized.

              AR pistols more often than other firearms fall under complications of both laws because an 80% build is (was) the easiest and most economical way to build an AR pistol.
              AK pattern rifles also fall under this, perhaps not so much in the last 6 years or so since the BATFE put an end to build parties.

              Short story:
              80% registration, either via VolReg or by applying for a DOJ-issued FMBUS is not BBAW registration

              BBAW registration is not 80% registration.

              If you have an 80% build, it must be registered under the "Ghost Gun" law (or removed from the state, or destroyed).

              If your gun was legally owned prior to 2017 and uses a bullet button to meet California compliance (whether 80% or not), then you have a few options:
              1 - Register as a BBAW. All RAW transport and possession restrictions will apply.
              2 - Go featureless... not possible for an AK/AR pistol due to the magazine configuration.
              3 - Install a 2017-compliant magazine lock that forces you to separate the upper from the lower before the magazine can be removed.
              4 - Separate the upper from the lower and do not reassemble them in California. Enjoy them out of state, disassemble before bringing them home.
              5 - Sell them out of state.
              6 - Turn them in to the police for destruction.

                So let me make sure I understand this. My AR pistol builds acquired before 2016 that have been already converted to SA from Single needs a fixmag device, engravings to spec with my own serial and volreg'ed by June 30th. (key here is ok to register as semiautomatic with comments ie single -> semi and acquired prior to 2016)

                Any new AR pistol builds going forwards...I have to volreg with own serial # prior to June 30th but instead of SA, i register as Single and keep it in that configuration to be legal in CA?

                  Seems so. I just build an ar pistol 2 weeks ago and volreg it as what you said. Single shot, fix mag, break top. Still waiting for my approval letter/email.

                        * You purchase it as a single-shot from an FFL.

                            Apparently too late for Vol-Reg... It had to be accepted and input into the database prior to Sunday.

                            May as well save your $19 and wait until Monday, then apply for an FMBUS.
                            Sucks for those who will be stuck with two serial numbers.
                            Polymer are SOL.
                            Also puts to bed the debate that *only* the serial number is needed.

                              this might not be the best place for my question but I see a lot of experienced guys in here with 80% build experience. I'm looking to mill my first lower and apply for a serial after July and want to know if a polymer 80% would be reliable enough for a 458 build. I'd if i can do it with some drill bits and a hand drill that'd be great as I'd rather put some of my funds into the needed jig rather than an expensive reuter.

                                If that Polymer 80 is not manufactured with 3.7oz of stainless as a part of the casting, don't bother, it's not legal.
