They just try to find out if there are any red flags as to why you shouldn't have a license. They asked mine stuff like "have you ever seen any violent arguments or disturbing behavior? " So if the neighbors never see you and don't know you, they shouldn't have anything bad to say. The fact that you're not there much doesn't really matter. There's no requirement for you to be a social butterfly. Go for it.

A simple phone call to Mono Sherrifs is all we need up here. Sheriff Obenberger is a constitutional Sheriff...unless you live in Mommoth then I have no idea but assume the Mammoth PD is not like the Sheriff, many lefties in that there little town.

The sheriff office will call you. I listed "all" my previous employers and they mailed letters to them and they got no response from some. Sheriff office called me and asked why. I told them some went out of business and others are large insurance corporations like AIG, ING, Pacific Life etc. and they never heard or seen me or even know I existed except a name and badge #.

I don't ever see them and if I do I just wave hi. What are they going to ask my neighbors.

I know all my neighbors well. My neighbors told me all they kept asking was if they ever heard me say anything racist, or a hint of racism. Nothing about my background or character. Just kept asking question about racism in different angles.

^^ That's kind of weird. I only know of one of my neighbors that they actually talked to and it was as I stated. I'm just guessing, but I imagine that it probably is a little different for everybody. Different investigators likely have slightly different lines of questioning, so it probably to some degree depends on who you get.

Other then the rental agreement, what else can I use to prove residency? I have utilities in my name, but my name is not on the property tax or deed.

I have voter registration, taxes, child support, lease agreement , utility bills, drivers license, dros back ground checks, auto registration. Im a trucker and never at my apartment but for all legal purposes that is my residence. I do some times spend the night at my parents home in riverside county to see my kids that live in the same county.

That's all you need. You're rental agreement must show at least 9 months remaining and the utility bill must be for services physically tied to a specific address. So water, trash, electricity, or gas. Cell phone bill doesn't count and I'm not sure about cable/internet.

They won't accept cable bills. A utility bill and rental agreement will be good to go

Whats the process sans rental agreements or utility bills?

I currently have taxes, drivers license, auto registration and utilities. Would that be sufficient to prove residency?

#4 on the application instructions says to bring:
Property Tax Bill, Grant Deed or Rental Agreement

I can bring the property tax bill, but it wont have my name on it.

I just print the San Bernardino application and They do not ask for references. Is this new? Or am I missing a page?

I got a question, I have my CCW in the norcal county I reside in for now. I might be moving back to San Bernardino in the next several months for a job offer. Does the county transfer licenses (w fees I figure) or do I have to start the whole process over again? Any info?
