They're all "in house", with three locations, one of which is at the Hurley Office:

I got my CCW license couple weeks ago and I suspected that the DOJ don't really keep their Automated Response System up to date so I called it this morning just for fun and guess what? My livescan is still in process...WTH.

Thanks for the Live Scan replies guys.

Well this sucks. They told Mom that her CCW will be held up because there MIGHT be legislation that says you have to be a citizen (she's a Perm Resident Alien).

                      Thanks Dvrjon.

I got clarification on the exact situation. So apparently SSD Legal is dredging up a settled legal issue (which is contained in your link) re: issuing to Non-Citizens and bringing it up the Sheriff. As explained to me, it's due to Illegals being able to get Driver's Licenses, etc. So not sure why they would even be talking about Perm Resident Aliens, as it's in the Penal Code that PRA's are allowed to be issued to (no prohibition of such).

I guess we'll have to wait and see. If she gets denied for that reason, then obviously that's an issue for others (attorneys) to deal with.

They don't need to deny her the license to violate her rights.

It would seem that they are RIGHT NOW violating her Constitutional right to equal treatment under the law.

Their have been reports about the new license type being issued some time next year. As of yet no hard date it set to my knowledge.

Sac SSD currently allows renewal 60 days prior to expiration and 60 days after. The operational date of the renewed license will be the day after the current expiration date. If you change guns and renew before expiration, you can't carry the newly-added guns until the new permit date. But your existing permit remains in force.

Since your expiration is in July 2017, target your renewal for May 2017. In the current system, appointments for each month are usually released two months prior, so you should start looking for openings in late Feb.

That maximizes your allowed window of 60 days prior and 60 days post expiration.

Of course, any changes in the system after Jan 1 could alter all this.

Rumors and alleged insider information indicate they will. Personally, I don't care what the format is, as long as it continues to be issued.
