Not sure what you mean...
If you're asking, if someone is able to purchase a firearm, they'll have no problems being granted a CCW if they apply, then answer is no, because there's a lot more to being qualified for CCW than getting a gun, though getting a gun is an obvious first step.


Also remember that there ARE people walking around today with CCW licenses who do own legally-grandfathered standard-capacity magazines from before the year 2000, so there's no reason OCSD should want to prevent those people from carrying their legally-owned equipment in the first place.
