Vader, in your call with her, did it seem like she was the one who made the ultimate decision? Or did it seem more like she pulled your file and was going through the notes left by a different LT regarding the denial?

I'm assuming business license means an entity registered with the CA secretary of state?Just talked to the LT who's phone was on the letter, trying to find out what was wrong with my GC. She was saying that denial was because as FFL I haven't shown that I bought and sold guns, even though I pointed out that it's the 03 (collector), not dealer. Also she said that I could re-apply after a year passes, unless something very drastic changes, like I open a completely new business or some other kind of GC comes up. She didn't even want to hear much about my IT freelancing, just said that I must have a business license, all the while, my tax guy is telling me a direct opposite.
My deputy told me he looked up my business on the secretary of state site.Comment

I can't say, because she sounded utterly disinterested. She did ask for first and last, but as I said, she made no effort to suggest possible alternatives, like if you don't have a business license, maybe you have business card, checks written for services rendered/etcVader, in your call with her, did it seem like she was the one who made the ultimate decision? Makes perfect sense and puts my mind at ease: one “business” doesn’t have any business (i.e., it exists only on paper), and the other isn’t a legally licensed business. Not necessarily… a business license is usually issued by the city or in some cases county. You can have a business license without having a registered entity with the CA SOS.GC: Light Red

Is it even possible for you to get a business license? Do you live in a city that issues them? FFL 03 is expressly FORBIDDEN from dealing in guns. It's a collector only licenseWow, I'm stunned. Here is information straight from City of LA's site -
Do I need a tax certificate?
Every person who engages in any business within the City of Los Angeles* is required to obtain the necessary Tax Registration Certificate(s) and make payment of the business tax. You can apply in person to the Main Office of Finance or any branch offices. Or, in many cases, you can file an application by mail. While you are required to register your business, you may find that your business may be exempt from paying the tax if you are a new business, small business or creative artist.
And I do have that certificate that shows that I am doing business in LA*AZ/UT Permits*
