UT only requires a non-resident to have their resident state permit if resident’s state recognizes UT permit.
Since CA doesn’t recognize any out-of-state permits, it is moot. Hence, you can obtain UT permit as long as you attended a class taught by a UT BCI approved instructor (red stamp goes on your application).
