    Not true.

UT only requires a non-resident to have their resident state permit if resident’s state recognizes UT permit.

Since CA doesn’t recognize any out-of-state permits, it is moot. Hence, you can obtain UT permit as long as you attended a class taught by a UT BCI approved instructor (red stamp goes on your application).

You are not correct in the UT area - they only require existing permit if they have reciprocity with your state and you are using UT to end-run the system, but Cali has no reciprocity and accepts no out of state CCWs either. Pulled the following from the UT DPS

Non-resident proof of permit. If you reside in a state that recognizes the validity of the Utah CFP or has reciprocity with Utah, you must obtain a CFP or CCW from your home state and submit a copy of it with your application for a Utah permit. For a list of reciprocal states click here. You are considered a resident of whichever state issued your ID. If your state does not recognize the Utah permit this does not apply.

I'll have to yell at my instructor and have him stop telling people this about UT then.

My bad! Gonna edit my post so as to not cause misinfo.

Yes, do indeed yell at him.

UT wants to issue. No need to jump hurdles trying to get a CA CCW before obtaining theirs.

          You’re good to go.

I checked and at least local ones to me do do it, but they didn't have 258's in stock (as silly as it sounds). I'd rather CMA and have them

They may not provide fingerprints cards. And will also charge a rolling fee.
If you buy your own, you can roll your own or for others for the price of the cards.

Lmao, fair. I just remember it being not very expensive and was worth the peace of mind knowing that the prints would be good
