I've called (and spoken to someone) twice now in the last 2 weeks. I was told both times that they were updating software to "comply with new DOJ reg's".
I also sent an email inquiry and received this reply:
"Our software is currently being updated per Penal Code 26175 and it requires us to temporarily stop issuing CCW licenses. We apologize for the delay, but we must comply with state law.
We will contact you to schedule an appointment as soon as our system is in compliance."

My inquiries are/were regarding my renewal and not a new issuance.
*** UPDATE ***
Got the call on Tuesday 5/21/2024 from a "restricted" phone number. Answered the call, and was told they had Friday appointments starting at 0640 and pretty open from that time on. I chose the 0640 appointment.
I arrived today to complete the (renewal) process which took a grand total of 12 minutes. Walked out with my new 2 year renewal.
I would like to acknowledge the LASD for their professionalism during this process. They are doing the best they can do given the hoops they have been required to jump through by CAL-DOJ.
As a side note, while I was waiting to be called in, I spoke to a gentleman who's appointment was right after mine. He was a first time applicant there to pick up his CCW. I asked him how long he was in process and his reply was "2 years".
At the end of the day, my original renewal (actually the expiration of my previous permit) was May 4th 2024. My pickup date was today May 24 due to the "new licensing" scheme/requirements, so I went a total of 20 days without a "mother may I" card. My renewal application was submitted 4 days AFTER the 90 day window opened for me. In other words, I submitted my renewal 86 days prior, so I wasted 4 days due to just being too damn busy at work to remember that I needed to do it 90 days prior. Either way, I am sure I would have run into the DOJ/standardization/software update delay, so I do not feel too bad.Last edited by Boogaloo; 05-24-2024, 6:51 PM.Comment

What is your new card starting date? Is it 05/24 or 05/04?

I applied July 2022. Finally went to training... emailed everything and am waiting for a pick up date. My instructor said 2-3months to get a call from LASD due to the current sheriff cutting funds to the ccw program. LAPD is faster, he said.Certified mail: 07/05/2022

His signature timeline says 3/2/24 for when he submitted his training. I hope that is their benchmark for the order they go in since I submitted on 3/8, but who knows.
