Yea... They definitely should. It seems like there is some confusion right now. Hopefully, things will be clearer as time goes by. Either with better instructions from the Sheriff's Office or with information from applicants who have gone through the process.
I remember watching a YouTube video recently where Riverside County Sheriff Chad Bianco and a Deputy in charge of CCWs were talking about how they changed their policy from allowing live scans performed by outside vendors to having applicants perform live scans exclusively at the Sheriff's Office. Their reasoning was that they were having trouble getting live scan results for some of the live scans performed by outside vendors and they would not be able to do much because they did not process the live scan. Then, the applicant would have to pay and get another live scan done, and they would get frustrated with the Sheriff's Office.
I just assume that some of the other agencies might have similar policies in place due to similar reasons.
