I am in Simi Valley. If it is a CA PPT, the fees are limited to $35. Is the buyer local or does it need to be shipped?

Sorry for the confusion guys. I'm looking to find a local buyer on my own, but would want to do the deal at a FFL. I understand that I could do consignment, but I don't want to give up 15%-20% of the deal to the shop owner.
