05/06/2022 received an email from CA DOJ stating:

Thank you for contacting the Certificate of Eligibility (COE) Unit. Your FFL-03 clarification was received. However, your COE application status is currently: Incomplete. For your application to progress, please follow the step-by-step instructions below to successfully re-submit your existing application.
It is best to use Chrome as your Internet browser.
1) Clear out your browser’s history and cache before you begin.
2) Log into your CFARS account at https://cfars.doj.ca.gov/login.do
3) Select Certificate of Eligibility (COE) on the left-hand side of the screen.
4) Navigate to your existing application.
5) Verify the required Driver License/Identification Card/Supporting Documents are attached to your application.
6) Click the “Preview” button at the bottom of the application. Please review your application to ensure all inputted details are correct.
7) Please read the perjury statement. If you agree, please mark the “Agree” box.
8) Press the “Submit Final” button, also located at the bottom of the application.
If you experience issues with re-submitting your COE application, inform us via email at COE@doj.ca.gov . Thank you!

Exemptions for a CA resident with a valid C&R 03-FFL:
1. Importing a C&R firearm that they physically acquire while outside of CA without needing to utilize a CA FFL dealer. [PC 27585(b)(1) & 27565]
Exemptions for a CA resident with a valid C&R 03-FFL and valid COE:
1. No 10 day waiting period when acquiring a C&R firearm from a CA FFL dealer. [PC 27670]
2. No 1 in 30 day wait on handguns or semiautomatic centerfire rifles. [PC 27535(b)(9)]
3. Can be used as proof of CA residency. [PC 26845(b) & 11 CCR 4045 d.1.]
4. When acquiring C&R firearms, it is an exemption to needing a valid Firearm Safety Certificate. [PC 31700(a)(6)]
5. When acquiring C&R firearms, it is an exemption to needing to do a safe handling demonstration. [PC 26850(h) & 26860(g)]
6. Acquiring a C&R long gun from a non-FFL inside of CA without needing to utilize a CA FFL dealer. [PC 27966]

Makes your life a lot easier in terms of what you can do legally here in CA.
Some places do not honor (say its not legal for things that are clearly spelled out as legal to do so in the CA Penal Code) or say they do and then turn around after the fact and do not (happened to me....cost me the extra $$$ in 2nd background check fee and wasted 30 more days waiting). Either way....I DO NOT give theses places my business as I would rather do business with places that do even if they cost a little bit more.
I know some hate Turner's, but when they have had some good deals in the past on pistols, I had no problem with the 1 in 30 day handgun (and now semi auto long guns) exemption for FFL/COE when I when to different Turner's locations. Someone who knew what they were doing did them at each location, and after 10 days, picked them all up no problem. Same with Sportsman's Warehouse.....never a problem. Anyplace will need to see your FFL (original copy)/COE, but I gave it to them to make a copy for their records, and never have ever had any problems with places that accept it AND know how to do it properly.
Also, I sometimes have shown them a print out from the CA website that has the Penal Code with the section on it or the CA DOJ website that has it, which shows things like 1 in 30 exemption for handguns, etc. as some do not know about the changes or what is in the CA Penal Code. Either way, do not get belligerent if someone or place does not understand. Just decide if after the fact, they will not honor the exemption, if you wish to still do business there or not.
My advice is to make sure the person entering the exemption does so properly in the DROS system BEFORE he or she submits it. That way it goes through (assuming you will pass your background check, which you should), and you can go pick up 10 to 30 days later with no issues. I just got an email to check the status for my CA DOJ COE.
Checked the CFARS, got my COE!

Based on my recent FFL03/COE experience, your timeline matches up similarly with mine. If that remains the case with your FFL03 application, I expect it should arrive for you in about 2 weeks.Comment

for the ffl application, i am in business for myself but i am applying to be a collector (ffl03)
should i list my business? i'm just a sole prop

I mailed mine to the Chief of Police in my city, not sure who the CLEO is in San Diego but I would assume that it's just whoever is the Chief of Police in SD
