COE + FFL03

I probably should have bought a lotto ticket yesterday. 03 application submitted on 11/21 license arrived in todays mail less than 30 days start to finish. Already had my COE so just need to modify details online.

Started my FFL03 and COE journey today.

Progression:

12/12/2023: Mailed in FFL, completed Livescan and submitted COE

Update 12/20/2023:

12/12/2023: Mailed in FFL, completed Livescan and submitted COE
12/19/2023: credit card was charged by ATF for the $30 fee

12/1/2023: ATF Charged Credit Card
12/13/2023: CA DOJ emailed asking for FFL 03 number, responded same day
12/15/2023: CA COE issued, still waiting on FFL 03
12/20/2023: FFL03 License received in the mail

Less than 30 days from start to finish!

I simply told them I do not have my FFL 03 number yet, but I submitted my application to the ATF the same day I submitted for live scan. I also included that the purpose for getting a COE was to start collecting curios & relics for personal use, not business.

Simple 3 sentence response and within days, it was approved and in my CFARS inbox.

11/17/2023 - FFL03 + COE paperwork simultaneously filed
12/08/2023 - DOJ indicated my paperwork was incomplete due to lack of FFL#, I replied simply stating I filled at the same time
12/13/2023 - COE approved
12/20/2023 - Received FFL

Less than 1 month for the total process so not bad at all

When I received that email from DOJ, I just said; "my application with the ATF is still pending." They approved the COE on the same day without the 03FFL number; but I received the notification email the next day. I didn't want to go the route of asking what penal code states that I am required to provide my 03 ffl number?

For me, COE took 9 days since UPS livescan. The 03FFL took 6 weeks.

The ATF forgot to send my welcome packet. When I received my 03FFL in the mail; I asked and was told to wait 30 days for the welcome packet. If it does not arrive; please call a certain number. It still has not arrived yet. I called the number they provided me and I was told that they didn't send it out. I was told to wait one week for it to arrive.

I got an email from CFARS stating that my application is incomplete and to send the reason why I want a COE and to send my ffl03. Sent the requested reason the next day and I still havnt received any update.

Wow congrats you all. That's incredible.

So presumably, if ATF charges your $30 in December, renewal window will be open 90 days prior to that the following year?

I know it sounds silly, but I'm going to try to time mine so my renewal window is January... I have a couple yearly reoccurring bills that hit me around Black Friday (Daily Wire Plus, etc), so right when I could use a little extra money for Christmas, I get a couple yearly lump sums auto drafted. Gonna try to make sure the FFL renewal doesn't hit me at that same time.

question for the group and I apologize if its a silly one but I'm a first timer and I just want to make sure I dont mess anything up.

I received my FFL03 and I noticed there's a section to sign it, fill out the position/title, print name and date.

Is this something that needs to be done prior to utilizing the FFL or can it be left blank?

So, leave the original one they sent you blank.

Make many copies of the original. Use the copies for exemption.

I finally received my FFL03 in the mail, but only after a long & arduous journey (2 months to get the COE, 4 months to get the FFL03).

In full disclosure, I had a felony charge over 20 years ago that required some jail time and probation (non-violent offense, doing some dumb stuff back in college). After the probationary period was over, I filed for an expungement that reduced the charge to a misdemeanor and then got the charge dismissed altogether. That reinstated my right to purchase firearms and to vote again. I haven't had any issues since.

* Side note - Because of the felony charge, I cannot get approved for Global Entry but I am approved for TSA PreCheck (which I've had for the past 8 years). I've also been approved in the past for a UT and AZ non-resident CCW permit, and just earlier this year I finally received my CA CCW permit through LASD. So for those in the same boat with a similar past, there is hope.


Here's my timeline for getting my FFL03 and COE:

12/26/23 - Mailed FFL03 application to ATF and courtesy copy of my intention to CLEO
12/26/23 - Live Scan for COE completed (received ATI)
12/26/23 - Applied for COE via CFARS
12/26/23 - CA completed
12/26/23 - FBI completed
01/02/24 - ATF charged credit card $30 for FFL03
01/30/24 - Received DOJ letter stating ATF needs court docs of final disposition in old case
02/02/24 - CA DOJ emailed asking for FFL03 number, responded same day
02/05/24 - Received email saying that COE app status is In Progress
02/08/24 - Firearms completed
02/09/24 - COE approved, certificate available on CFARS site
02/16/24 - Received certified court docs of final disposition in mail
02/19/24 - Mailed certified court docs of final disposition to ATF
02/20/24 - ATF received certified court docs of final disposition with proof of delivery
04/18/24 - Received another DOJ letter stating ATF needs court docs of final disposition of additional charges dismissed
05/03/24 - Received certified court docs of final disposition of additional charges dismissed in mail?
05/04/24 - FFL03 license received in mail?

In the end, I really didn't need to pay for and get the additional certified court docs needed from the April DOJ letter, as my FFL03 license showed up in the mail literally the next day.
