          Different Livescan.
Technically, the CCW background check is more intensive and SHOULD satisfy the requirements for the COE, but each type of Livescan is different.
You can have a COE, CCW, be an attorney, and a school teacher, and you'll still need to get a new Livescan to get a Real Estate license.

              This. Frustrating but true.

Also, for @mwjakel15, you should apply for ffl03 ASAP. These days COE comes pretty quickly. The ffl may take some real time. Used to be a couple of months for COE - once the ammo regs passed and all retail employees who might touch ammo needed a COE, the COE processing times came way down. You'll likely have your COE for multiple weeks before you have your ffl, even if applying at the same time.

Even if you are only getting the licenses for the purpose of purchasing ammo and being exempt from California's 1-every-30, you still need to have and maintain a bound book (even if it's empty). In my case, I have exactly one entry in my bound book.
So you don't have to backfill the bound book with, say, a C&R rifle you bought like 30 years ago, is that correct? The records you are legally required to keep commence with receipt of the license, and there is no retroactive requirement?

Too, can one make a LiveScan multitask? A family member has an upcoming LiveScan appointment for CCW. Can this be put to use for the CCW and for an 03 FFL/COE? If not, why not?

It is the government, that's why. It doesn't have to make sense, in fact, if it makes sense then it has to change as it would be unacceptable for it to make sense.

                  I am only somewhat joking.

No. Only C&R arms acquired or disposed of while you are licensed need to be logged.
If you dispose of a gun that you have owned since before you were licensed, THEN you need to log it for the disposition, and under the "acquired" column indicate "Personal collection prior to licensing"

Many C&R holders allow their license to expire intentionally every few cycles, as that allows you to destroy your bound book (unlike a commercial FFL, who must pack and ship his records to the BATFE). Allowing your personal 03 to expire allows you to restart your collection with a clean bound book... makes things a lot easier if you are called in for an audit only having to pack up and take your newest 10 guns to the BATFE field office, rather than the 150 in your collection from the last 20 years.

                        Unfortunately no.

Never would have thought of that.
