        Assuming you/they received their ammo vendor license maybe that's not an issue. Also I'm not convinced that the DOJ won't put out some ammo regulations on record keeping requirements. I'm still not convinced that I have zero liability if someone said they did a transfer of ammo at my FFL and I can't provide proof of the transaction. I'm still trying to determine what I need to include on receipts to alleviate any issues in the future.



        As with other things they've done with the AWs I wouldn't put it past them to add additional things into the regulations that didn't exist before.

          Just sell the ammo on a per round basis, so the sales tax stays way below 1 cent each.

            Sales tax doesn't work that way. When you fill out the sales tax return, you owe the money on the total. If you didn't collect it, it is all on you.

              So in addition to having an 01 FFL you need to get this cert as well? I was under the impression that that was not the case but have not contacted DOJ yet.

                You can, in theory, be an ammo dealer without being a FFL. The problem is that the CA DOJ has not done what they should to allow the permits to be issued.

                    My understanding is that being a gun dealer in California exempts you from needing a California Ammunition Vendor's License.

                    As we all seem to be a bit in the dark on this, please correct me if I'm wrong and keep sharing updates here and I'll update the article.

                        Well, your interpretation of the word "deemed" is a little different than mine. I don't see the text of the law which states that a separate "ammunition vendor license" will automatically be GRANTED to a FFL. I read the law as a FFL is automatically DEEMED a licensed ammunition vendor. What am I missing?????

                        16151. (a) As used in this part, commencing January 1, 2018, ammunition vendor means any person, firm, corporation, or other business enterprise that holds a current ammunition vendor license issued pursuant to Section 30385.

                        (b) Commencing January 1, 2018, a firearms dealer licensed pursuant to Sections 26700 to 26915, inclusive, shall automatically be deemed a licensed ammunition vendor
                        NRA Certified Pistol, Rifle, Shotgun and Metallic Cartridge Reloading Instructor
                        California DOJ Certified Fingerprint Roller
                        Ventura County approved CCW Instructor
                        Utah CCW Instructor

                          Thank you. California is sure doing its best to make this confusing.

                          The language here makes it seem like a license is needed in order to be a vendor but that gun dealers are automatically deemed to be licensed ammunition vendors (as in, no license is needed). Am I reading this wrong?

                          shall automatically be deemed a licensed ammunition vendor, provided the dealer complies with the requirements of Article 2 (commencing with Section 30300) and Article 3 (commencing with Section 30342).
                          and from CA website:

                          Providing the requirements are met, a licensed firearm dealer is automatically deemed a licensed ammunition vendor. All other vendors must apply for, and receive, the annual license before selling ammunition.

                            I'm seeing it the same way. If you're automatically deemed a licensed vendor, I don't see a need to be issued a license. However, I wouldn't put it past California to disagree.
