Well yes. Another cause of trouble is boltface being out of square to the bore.

Any clearance is clearance. Variable or not.

You don’t get it. You might have clearance after the initial firing, but none after the second, and negative clearance after that.

and you have NEVER had to full length size a case in your 45yrs?

Sorry, must disagree. If your neck sizing die is adjusted correctly and you are not overloading the case with too hot of a load, you will not have any trouble.

I shot High Power Silo for years, 308 Win was my go to round. Typically shot between to 5-7000 rounds a year. Never did anything but neck size. I had 308 cases with 25-30 firings on them ZERO problems.

You can have the same trouble you describing with a full length die that is adjusted incorrectly.

The only time I FL size is when I am loading for a hunt it 10-20 degree weather.

Just as Randall, I have seen bolt handles broke off, galled lugs a number of times. Never seen it that could be traced to neck sizing. Maladjusted dies by novice re-loaders, yes, but not just because it is neck sized.

If you shoot a custom rifle machined all perfect with minimum loads then yes, but what you propose will cause galling of the bolt lugs on factory rifles.

If your bullets are moving , like the question you mentioned in op ( this thread has gone a bit sideways) you could always add a drop of sodium silicate ( also called water glass) to each neck/bullet area to seal it up and hold them in place until you try annealing , full size resizing , or new brass .

Been done with brass shotgun shells for more years than even I can remember ..

Not unless the lugs are dry (no lube) and a little grit is introduced.
The lugs in a bolt rifle have lots of camming power to make a case fit.
As long as you keep them lubed, they can handle tight cases easier than they handle the explosion of the powder burn squirting the bullet out of the barrel.

In the late 70's and early 70's I managed the Long Beach and Anaheim Andrews Sporting goods (now Turner's).

I got tired of guys coming in trying to impress us with their reloading and shooting skills, so I brought my first rail gun in and set it up on the back counter with a cover over it.

When I got someone making unfounded claims, I would pull the cover off and say "If you want to talk accuracy and reloading, I can do that! If you want to BS, I can do that too!"

After throwing the cover back on, it was amazing how fast the stories changed.

I'm no expert by any means, but I have loaded enough rounds to know how to set cases and appropriate dies to a rifle.

Claiming that neck sizing is not helping the OP figure out where his problem is.

If he is using a collet die and not getting enough tension to hold the bullet firmly, there are three possibilities:

                      1) Mandrel is over size
                      2) Brass is work hardened and needs anealing
                      3) Maladjusted die

OP, if you are in So Cal, PM me, I will be happy to help you☺

Do you find it more prevalent on stainless? For hardware, stainless on stainless is very prone to galling.

I use the lee collet die and it works fine for me. I don't recall the adjustments, but if you're doing 'by the book' then you probably need a reduced diameter mandrel. I'm pretty sure they sell them, or you could stick yours in a drill and use sandpaper to thin it down about .001" and probably be good.

Most stainless receivers have a chromoly bolt so it's not any more prevalent in stainless actions than in chromoly actions.
Also, the bolt should be 10 points harder than the receiver so that the bolt and reciever are less prone to galling.
