    The Rule of Law is disintegrating in the United States, especially Blue States like ours.

    I consider my Second Amendment right to be far more important than my alleged "right to vote." If one-tenth of the restrictions we face for the Second Amendment were applied to voting rights, there would be riots in the streets, as seems to be the norm for "the other side."

    A hostile and egregious civil rights violation, from a governmental agency that has clearly exhibited its animosity of the 2nd Amendment and civilian gun ownership.

    I guess I'll chime in, I just got my second delay for absolutely no reason. The first time was when i purchased a PS90 on 7/27/22, 10 Days passed, I went to the store to pick it up on 8/06/22 and to my surprise my Dros got delayed. I had never heard of this before. The guy in the store gave me the reasons why this "could" happen and those didn't pertain to me as I have an extremely unique name and I haven't had any contact with law enforcement in over a decade and back then it was a speeding ticket for driving 35 in a 25. I have never been a felon.

    This was my 18th Dros since 2002 and first to ever be delayed. It was very frustrating. I sent the DOJ an email about it and got the standard form letter response. After 30 days the Dros came back undetermined and the rifle was released to me. I bought a Tavor X95 from another store the same day I picked up the PS90.

    Today made 10 days and I was ready to go make my pickup. I called the store just to make sure and I got delayed again. This is irritating, but I'm not as upset this time since I knew it was a possibility I was told that once this happens you can be stuck in limbo with the DOJ. I guess I'll be waiting until the 26th now, for no reason.

    Oh, but for the admonishing 'terse' letter from FPC... ooooh, watch out DOJ, you might get an email too! - (Though it would probably be asking for donations and have a one-click-politics link to send an email to the DOJ.)

    DOJ is not mandated to give applicant a "reason" for a delayed status.

    They are required by statute to give a reason for a "denial". Which is easily ignored by a simple word included in the statute. Included in the limited list of words they use to define the "reason". That word is "OTHER". Added to the end of the list.

    Ca DOJ, and the oppressive legislature in Ca, have a long history of covering each others BUTTS.

    If they had a legit reason to delay you they would tell you but they don't.

    So much for transparency. In a dictatorship the govt doesn't have to give you any reason or explanation for its actions.

    2) in statutes, and sometimes in contracts, the word "may" must be read in context to determine if it means an act is optional or mandatory, for it may be an imperative.
    The same careful analysis must be made of the word "shall." Non-lawyers tend to see the word "may" and think they have a choice or are excused from complying with some statutory provision or regulation. (See: shall)
    In Ca pc 28220 (4) "may" definitely applies as mandatory. As it was contextually intended, when initially written 23 years prior in pc 28220 (A).

    And improperly miss-using "may issue" on a map, rather than the proper "restricted issue" or even "regulated issue" only serves to muddy the semantic water.
