When Dr. Wintemute's minions run their operations, they will provide the CHP with probable cause. They work in teams. The parking lot group will take pictures of the CA plated vehicles and the people getting out of those cars. The pictures are sent to the people working inside the store or gun show.
Then two or three people will tag team to follow the people inside. They use hidden cameras in buttons, glasses, or other pieces of jewelry. They record the person buying CA illegal items.
This information is sent to the CHP stationed at the CA agriculture inspection station. Dr. Wintemute provided the CHP with a plate reader to be used at the Ag check station on I-80 a few years back. The license is inputed and when the vehicle returns it alerts the CHP at the Truck Inspection station. An Officer then meets the driver at the Ag. inspection station or pulls the driver over. The picture of the purchases are the probable cause for the stop and search.
I have attended a couple of Dr. Wintemute's talks on his operations. He is not stupid, he knows his operations will not come close to catching the majority of people who violate CA laws. They do catch some and that has value to send a message that will stop others from trying. Their fishing expeditions also net people violating other laws like transporting loaded guns or transporting handguns that are not in locked cases which Dr. Wintemute claims reduces the potential for gun violence. In reality, it just self-validates his junk science.
The smart move is to stay away from Cabelas in Reno as that is one of their favorite places due to it being so isolated. The only people that pull into that parking lot are there to go into Cabelas. They stay away from Scheels because it is in a huge shopping mall which makes it nearly impossible to track people from the parking lot into the store. It is hard to determine which store people are there to visit and often they visit more than one. Wintemute's group want to get the most violators with the least amount of effort.
We all know this law is nearly impossible to enforce. A few will be caught. The easiest way to avoid detection is to drive around the Ag. inspection stations, this is not hard to do. I have not driven through one in over 10 years.
Ultimately, enforcement will target the low hanging fruit. Then again, there are many ways to legally buy out of state and return with your ammo. Read the law and find the legal way that fits your situation and use it.

Criminals don't buy thousands of round in a bulk, only hobbyists and range shooters do. A criminal can cause devastation with just 20 rounds.
