It might be a trek, but I know that Reeds in Santa Clara allows them, I've seen some folks shooting them there in the past. I think Target Masters will allow it also, but need to show documentation.

In the CA penal code there is a specific exemption stating a federally registered AOW is not a SBS or SBR in California.
You must be 21 to purchase an NFA item and 18 to build one. Federal law prohibits turning a shotgun into an AOW. You cannot turn a shotgun (rifle) into an AOW, only a short barrel shotgun (illegal in CA unless C&R)-(This is a federal law and I have personal experience dealing with ATF for Form 1 AOW build on an AR Pistol). So you are left going the stripped receiver option, but federal law prohibits transferring a firearm to someone under 18 unless its a rifle or shotgun. When transferring a lower, federal law considers it to be in the "other" category, not a pistol or rifle. "Other" items not allowed to be transferred to someone under 21 by an FFL. So the only way for you to get a stripped receiver under 21 is to have a parent gift you the receiver. The receiver must come from a Parent, Grandparent, or Child. Most states do not consider the shockwave to be a SBS so it's transferred as an "other" firearm. Specific exemptions in CA law apply to CA transfers only. People over 21 can buy firearms in the "other" category in CA, but CA law only has a pistol and rifle box on the DROS form. So an interfamily transfer of a stripped receiver to you would have to be checked off as "other" on the federal paperwork and pistol on the CA paperwork. Obtaining a stripped shotgun lower categorized as a pistol in CA will be difficult, and your family member would have to be the first one to purchase it. They could also not purchase it from an out of state FFL or from a dealer in CA. It would have to be a private party transfer, because a stripped pistol lower is not on the CA roster.
