A big thank you to all who put out so much time and effort to decipher and research this complex issue. After reading 23 pages of toil and pain I think I know a few things and how to proceed:
A) The C&R turnaround application time is a mood thing and could take anywhere from three weeks to six months; depending on the mood of the BATF.
B) Using the official forms increases the odds for a "normal" process cycle.
C) Getting the officail form is a mood thing and they will come in the mail when the BATF is in the mood to do so.
D) American citizens are not required to have a hunting license for a C&R.
E) My CLEO will be a mystery sheriff or police administrator that I must find.
F) A COE requires "livescan" service from an approved livescan service before submitting the COE application; thus, the ATI number for the COE ap.
G) A C&R with a COE might allow me to side-step third party fees if the seller interprets the CA laws my way or if the law doesn't change before I get my forms.
I applaud the incredible displays of patience, maturity, and community in these 23 pages and would like to point out that, for me, getting a C&R and a CEO is no longer as important as knowing the caliber of folks I'll be next to at the shooting bench.
