Not necessarily. It could be something worse than that. Perhaps a barrel with an off center gun drill or a problem with the shoulder or threads. I'm fairly experienced, so I would be measuring things until I found out what the problem was but that is a bit too much to ask for a new shooter. Sending it back for inspection is a pain but it is the right thing to do.

To check for a bent barrel simply look down the bore and watch the shadow.
The shadow should be straight and it should stay straight as you rotate the barrel.

Heres a little advice before sending it off to Savage You hopefully have a bipod put a shoot and see dot as far away in your house as possible. Where you have a solid platform to,set the rifle on the bipod, kitchen counter and such. Pull the bolt look down the bore align the dot now set your windage? Does this bring your windage adjustment back? if your 40 mils off at 25 yards it will be the same is huge . If this dosnt work then send it back. But if you can align the scope with the dot and bore you know that the guns fine. And I can not tell you enough do this. Before wasting your time. Just trying to help.

          Crap can still be accurate.

            Bent barrels are quite common.
Until you start dialing in barrels on the lathe and actually measuring the run-out, you would never know.

Every time I rotate my barrel, the scope hits the workbench. :0

Unfortunately I did not think of this beforehand. I've already sent the firearm back to Savage as it's brand spankin new

Are peep's sights for guys in the hood? Or for sighting your "peeps"?

I would grab a micromiter and measure the holes for uniformity in distance from the sides of the receiver.
If you have a 1 inch wide receiver and the holes are at .350 to center on one side and .650 to center on the other then you're holes are out of alignment.

I never said or suggested it was. But if your buying a target rifle and it doesn't have it, everything else is a moot point. In this regard Savage rifles are among the best in their class. Again this has been well proven.
If common sense was so common, why don't liberals possess any?
