It's that the barrel is curved.

Once you are zeroed at 100yds, you really don't need any additional windage adjustment to be zeroed at 600-1000yds unless you intend to dial windage to correct for wind.
per the supervising manager at Savage, the barrel was not crooked, it was drilled off center as they could easily measure the discrepancy with a caliper measurement tool at the chamber end and muzzle end. In other words at the action end of the bore, the left side was wider in measurement from the outside of the barrel to the beginning of the hole that was drilled vs the muzzle where the measurement was shorter in width. The hole that was drilled was not centered in the barrel (this is per the supervising manager at Savage) Obviously you have a depth of experience with firearms, I'm just stating what Savage explained to me. At the end of the day, the replacement barrel is shooting sub MOA at 100 yards so I am a happy camper

In the old days if you wanted a 2 inch diameter barrel the barrel maker would take some 2.250 barrel stock and deep hole drill it. After that they would put it between centers and profile the barrel down to 2 inches.
What that would do is keep the same amount of steel all around the bore.
Naturally they would then ream it and cut grooves and lap it.

Today with the availability of better drilling processes if you order a 1.250 barrel they drill a 1.250 blank then ream it without worrying about the drill wandering off center.
That is what happened in your example and you can measure it with calipers on a 338 bore.
As Randall pointed out the drill wanders internally as well.
You can put a light down the bore and rotate a barrel and watch the shadow in the bore. Quite an eye opener.
If the barrel is just bent most of the bigger gun companies will straighten the barrel and send it back.
In your case the drill wandered more than normal and after it heats up would continue to walk shots to the thin side of the barrel.

Gunsmiths like Bill Calfee will evaluate every aspect of a barrel before they will install it. If the bore is off center X amount it goes back. If the muzzle doesn't have enough taper it goes back.
His guns also sell for more money used than the day you bought it.

Very cool/detailed info. I'm sure his firearms are slightly above my budget at this point but we'll see where the future takes me. I'd like to see how tight I can get this thing to shoot at 1,000 yards + with proper case gauging and load recipes. Any suggestions would be great noting that each chamber/barrel combo might be different from the next even on the same model rifle, etc...
